Georgia emerged from the fall of the Soviet empire in 1991 with the promise of swift economic and democratic reform. But that promise remains unfulfilled. Economic collapse, secessionist challenges, civil war and the failure to escape the legacy of Soviet rule - culminating in the 2008 war with Russia - characterise a two-decade struggle to establish democratic institutions and consolidate statehood. Here, Stephen Jones critically analyses Georgia's recent political and economic development, illustrating what its 'transition' has meant, not just for the state, but for its citizens as well. An authoritative and commanding exploration of Georgia since independence, this is essential for those interested in the post-Soviet world.

The phenomenon of state fragility has become a mounting concern to the international community in the last decades. This edited volume consists of a compilation of articles that evaluates how countries may recover and return to a path of stable and democratic development. In 17 chapters, the contributors analyze the difficult transformation processes of four countries : Afghanistan, Georgia, Kosovo and Moldova. The authors tackle theoretical approaches to state reform as well as country specific issues like the role of external actors, security sector reform, and anti-corruption strategies.

How have discourses of Euro-Atlanticism been used in domestic and international affairs by the political elite in Georgia ? After the 2003 Rose Revolution, as relations with Russia soured, a Euro-Atlantic orientation portrayed as a single and coherent strategy became the cornerstone of Georgian foreign policy as well as a model for domestic reforms. This promise of a prosperous future offered new hope to the Georgian population. Scepticism or critical thinking towards president Saakashvili and his government were equated to pro-Russian treason, and pro-Western orientation and impressive reforms, promoted as being modelled along 'European standards', emerged simultaneously with an outspoken rhetoric and active symbolism. References to Europe and the Euro-Atlantic structures became ubiquitous, as European flags were brandished throughout the country. Addressing a gap in the existing literature, the author examines a large volume of data extracted from news items from 20 different Georgian and international media channels over a 10-year period. Through this he identifies patterns in the discourse to explain the intentions of the Georgian elite and examines the effectiveness of the rhetoric.
