Abstract

Erdöl, Erdgas und Kohle aus Russland sind heute fester Bestandteil der europäischen Energieversorgung. Zugleich polarisiert die Expansion russischer Öl- und Gaskonzerne. Einige Beobachter sehen in den Akteuren kommerzielle Spieler, die vorrangig wirtschaftliche Interessen verfolgen. Andere unterstellen, dass mit wirtschaftlicher Kontrolle und Verflechtung außenpolitische Ziele verfolgt werden. Der fehlende Konsens ist dabei auch auf Begrifflichkeiten zurückzuführen, die einen Dialog beider Perspektiven erschweren. Die vorliegende Studie entwickelt eine Methodik, mit der sich sowohl die wirtschaftliche als auch die außenpolitische Funktion der Konzerne analysieren lässt. Abstract

This paper explores from a regional perspective the distorted nature of trade in energy products within the CIS countries. The persistence of pricing distortions, barter arrangements, and discriminatory access to pipelines, as well as failure to honor contracts, has disrupted and distorted energy exports to non-CIS countries, undermined energy sector reforms, and distorted investment decisions. The paper focuses on cross-border issues as an integral component of the wider problem of inefficient energy use within the CIS. Several policy recommendations are proposed, including measures to foster greater competition, reduce state involvement, and promote regional cooperation.

Abstract

This book is a study on the Japanese city gas industry, which has been rapidly liberalized in recent years. Especially, it focuses on the background, reasons, methods, and effects of the privatization of publicly owned city gas utilities in Japan. In Japan, after the Great East Japan Earthquake, the liberalization of the electric power and gas business has progressed rapidly. There are a number of studies on the reform of Japan's electricity market, but there are few studies on city gas business. This book describes the state of Japan's public city gas utilities and the necessity of their privatization. And it explains the role of concession as a method of privatization. Then it verifies that the effects of past privatization cases are insufficient. The book also covers deregulation of public utilities in Europe, which triggered Japan's liberalization of its energy and other public utility sectors, and privatization of electricity and gas businesses in India, a developing country in Asia. Finally, this book explores future regulation and business of city gas industry. Pipeline network should be regulated to comply with future unbundling starting from 2022, and gas business altogether with electricity and water businesses need more digitization. .

Abstract

This paper examines the level and structure of fiscal revenues from the Baltics, Russia, and other former Soviet Union countries’ (BRO) energy sector and suggests reforms in energy tax policy. Revenues from the oil and gas sectors are about half the level that might be expected from international comparisons. Low oil revenues result from infrastructure constraints on oil exports, weak tax administration, and inappropriate tax structures. Low gas revenues are due to low statutory tax rates, a tax structure that does not capture monopoly or resource rents, and weak tax administration. Taxation of oil products could be increased.

Abstract

This paper discusses the rising profile of natural gas in global energy, factors constraining its further development, the gas contracting process, and the absence of a global market, which is analyzed in the context of the economic rent in the gas price and the opaque nature of gas contracts. A proposal for rationalizing the trade to ease these constraints is offered. Gas pricing, and factors driving demand are also analyzed using evidence from the literature. FDI can help to monetize some of the 'stranded' gas reserves, but success would depend on an investor-friendly climate, including appropriate tariff regimes in the domestic markets.
