Abstract

La France est de retour en Europe. Telle a été l'une des premières déclarations du président français Nicolas Sarkozy au soir de son élection, le 6 mai 2007. S'il pou­vait parler de « retour », c'est que la France s'était pour un temps éclipsée de la scène européenne après son rejet par référendum du traité constitutionnel européen, deux ans auparavant. Pourtant, la France a joué un rôle essentiel dans l'histoire de la construction européenne. À l'origine de la création de la Communauté européenne du charbon et de l'acier en 1951, elle a exercé pendant des décennies une forte influence sur l'évolution du projet communautaire. Cependant, si elle lui a donné des im­pulsions majeures (par exemple la création du Conseil européen, la mise en place du Système monétaire européen ou la relance de 1984), elle a parfois aussi freiné sa progression (échec de la Communauté européenne de défense, crise de la chaise vide, etc.). Cet ouvrage brosse un panorama de la politique européenne de la France, depuis les origines de l'aventure communautaire jusqu'à nos jours, et en dévoile les ressorts et les ambiguïtés.

Abstract

This study explores the British and American attempts to suppress both piracy and slavery in the equatorial Atlantic in the period 1816 to 1865. It aims to demonstrate the pivotal role of naval policy in defining the Anglo-American relationship. It defines the equatorial Atlantic as the region encompassing the coastal zones of the Gulf of Mexico, Central America, Northern Brazil, and the African coast from Cape Verde to the south of the Congo River. It explores the use of sea power by both nations in pursuit of their goals, and the Anglo-American naval relations during this relatively co-operative period. At its core, it argues that naval activities result from national interests - in this instance protecting commerce and furthering economic objectives, a source of tension between America and Britain during the period. It confirms that the two nations were neither allies nor enemies during the period, yet learnt to co-exist non-violently through their strategic use of sea power during peacetime. The study consists of an introductory chapter, eight chapters of analysis, and a select bibliography.

Abstract

'The Ends of Modernization' studies the relations between Nicaragua and the United States in the crucial years during and after the Cold War. David Johnson Lee charts the transformation of the ideals of modernization, national autonomy, and planned development as they gave way to human rights protection, neoliberalism, and sustainability. Using archival material, newspapers, literature, and interviews with historical actors in countries across Latin America, the United States, and Europe, Lee demonstrates how conflict between the United States and Nicaragua shaped larger international development policy and transformed the Cold War. In Nicaragua, the backlash to modernization took the form of the Sandinista Revolution which ousted President Anastasio Somoza Debayle in July 1979.

Abstract

This volume describes German-French relations in the second half of the 1920s, when a certain rapprochement became apparent between the two countries, which was reflected in the Locarno Treaties, the award of the Nobel Peace Prize to German Foreign Minister Gustav Stresemann and his French colleague Aristide Briand culminated in 1926, the Franco-German trade treaty of 1927 and finally the War Pact of 1928. The study examines the relations between the countries not only under the prevailing interpretation patterns of German revisionism and French security strivings, but also analyses to what extent "modern" foreign policy concepts have influenced the relationship between the two countries. "Modern" is understood as the revolution in international law initiated by American President Woodrow Wilson, which should rest on the pillars of democracy, collective security and free trade. Abstract

This book analyses the India, Brazil, South Africa Dialogue Forum (IBSA), focusing on the communalities and differences in the way foreign policy is conceptualized in its member states. Utilizing 83 interviews with foreign policy makers and experts, as well as the analysis of 119 foreign-policy speeches, the author traces key shifts in official foreign policy discourse. In order to evaluate the degree of support for key IBSA Dialogue Forum concepts within national discourse, the author also examines the interplay between official and broader societal discourses on foreign policy. This analysis combines political science factors (foreign policy role conceptions) with linguistic factors, thus enabling a qualitative and quantitative comparison of different framings of foreign policy. Extensive empirical material collected during six months of field research in India, Brazil and South Africa allows the author to present a differentiated account of their alleged like-mindedness.
