Abstract

The global policy agenda that follows recalibrates priorities to meet the new reality we are facing. The IMF also continues to adjust to respond to the rapidly evolving needs of our membership. Our flexibility has been evident over the past two years of the COVID crisis: unprecedented emergency financing; a historic Special Drawing Rights (SDR) allocation; an innovative plan to end the pandemic. Now, as we face another crisis on top of a crisis, we will continue to step up and support our member countries in every way we can-with financial resources, policy advice, and capacity development-working in collaboration with our international partners.

Abstract

This edited volume "Food Security in Africa" is a collection of reviewed and relevant research chapters offering a comprehensive overview of recent developments in the field of food safety and availability, water issues, farming and nutrition. The book comprises single chapters authored by various researchers and edited by an expert active in the public health and food security research area. All chapters are complete in itself but united under a common research study topic. This publication aims at providing a thorough overview of the latest research efforts by international authors on Africa's food security challenges, quality of water, small-scale farming as well as economic and social challenges that this continent is facing. Hopefully, this volume will open new possible research paths for further novel developments.

Abstract

According to the United Nations Food and Agriculture Organization's report, "State of Food Security and Nutrition in the World," between 702 and 828 million people were affected by hunger in 2021 - and projections indicate that by 2030, 670 million people will still be experiencing hunger. Gains in agricultural productivity over the past 60 years have increased the availability of food globally, but much more needs to be done. Even these gains were not made without expense; biodiversity loss, chemical runoff, water scarcity, soil degradation, and greenhouse gas emissions from food and agriculture industries, among other issues, have had extensive impacts on the health of natural and human systems during this time. While millions suffer from food insecurity, a large percentage of food is lost or wasted across the global supply chain. Addressing the multifaceted challenges of feeding a world under pressure from severe food insecurity, malnutrition, climate change, population growth, conflict, migration, and economic disruption will require transformative change to global food systems. To discuss opportunities for supporting research and innovation to address global agricultural and human health challenges associated with the compounding pressures of producing more food, more nutritiously, and with less environmental impact, the Government-University-Industry Research Roundtable of the National Academies of Sciences, Engineering, and Medicine convened a workshop for its membership and invited guests on February 16, 2022. This publication summarizes the presentations and discussion of the workshop.

Abstract

Russia's war in Ukraine has exacerbated global economic pressures, including through a food shock. The war and food-related spillovers-higher import prices for food and fertilizer and disruptions in supply lines for food importers, and a loss of revenue for some food exporters-add to urgent balance-of-payments (BOP) needs of many Fund members. They have also exacerbated acute food insecurity, now affecting 345 million people. While the best response to address BOP pressures would generally involve an Upper Credit Tranche-quality program, such a program may not be feasible in some cases or necessary in others. This paper proposes a time-bound food shock window under the Rapid Financing Instrument (RFI) and the Rapid Credit Facility (RCF) to provide support to members in such situations. The new window would be temporary and provide low-access emergency financing that increases the amounts currently available under the RFI/RCF. Members would need to demonstrate urgent BOP needs and meet a set of qualification criteria related to the global food shock. The window would be available for 12 months from the date of Board approval of the window. Countries requesting financing under the window would also need to meet the standard qualification criteria under the RFI/RCF.

Abstract

The purpose of the evaluation is to assess how relevant and effective the World Bank Group has been in its support for agrifood system development (AFSD) -that is, in developing more productive, inclusive, and sustainable farms and agribusiness firms. The evaluation finds that the Bank Group's interventions (FY 2010-20) were broadly relevant, although gaps remain in scaling up and better targeting support to countries that need it the most. Bank Group interventions were also effective overall in improving productivity, inclusion, and sustainability, but less so in LICs, particularly in West and Central Africa. World Bank interventions that focused on supporting production were less successful than interventions that combined production and market approaches. World Bank support for improving productivity was insufficiently diversified toward higher-value products that offer multiple benefits. IFC agribusiness investments faced challenges meeting environmental and social (E&S) standards, especially in LICs. IEG offers three recommendations to enhance Bank Group support for AFSD. (i) To enhance its effectiveness in developing agrifood systems, the World Bank Group's efforts to support production technologies should be complemented by efforts to improve market access, especially in LICs and in countries at the traditional stage of agrifood system development. These can be pursued through synergies in Bank Group interventions or with partners; (ii) To achieve more sustainable agrifood systems, where conditions permit, the World Bank Group should support production diversification to meet the growing demand for undersupplied high-value-added, nutritious products while ensuring that smallholder farmers and SMEs benefit from the diversification; and (iii) To enhance the contribution of IFC support for AFSD, IFC should pilot and adopt more effective ways to support clients to better meet E&S Performance Standards, especially in LICs.
