Abstract

This paper uses successive rounds of National Sample Survey Organization data from 1993-94 to 2011-12, and draws from census data. This paper (i) provides a description of nearly two decades of patterns and trends in female labor force participation in India; (ii) estimates the extent of the recent decline in female labor force participation; and (iii) examines and assesses the contribution of various demographic and socioeconomic factors in explaining the female labor force participation decision and the recent the drop. The analysis finds that female labor force participation dropped by 19.6 million women from 2004-05 to 2011-12. Participation declined by 11.4 percent, from 42.6 to 31.2 percent during 1993-94 to 2011-12. Approximately 53 percent of this drop occurred in rural India, among those ages 15 to 24 years. Factors such as educational attainment, socioeconomic status, and household composition largely contributed to the drop, although their effects were more pronounced in rural areas. Specifically, the analysis finds a U-shaped relationship between levels of educational attainment and female labor force participation. The decomposition of the contribution of these various determinants to the female labor force participation decision suggests that stability in family income, as indicated by the increasing share of regular wage earners and declining share of casual labor in the composition of family labor supply, has led female family members to choose dropping out of, rather than joining, the labor force. The findings of this paper suggest that conventional approaches to increasing female labor force participation (such as education and skills and legal provisions) will be insufficient. Policies should center on promoting the acceptability of female employment and investing in growing economic sectors that are more attractive for female employment.

Despite rising growth, fertility decline, and rising wages and education levels, married women's labor force participation hovered around 18 percent. Analysis of five large cross-sectional micro surveys shows that a combination of supply and demand effects have contributed to this stagnation. The main supply side factors are rising household incomes and husband's education as well as the falling selectivity of highly educated women. On the demand side, the sectors that draw in female workers have expanded least, so that changes in the sectoral structure of employment alone would have actually led to declining participation rates.

Abstract

Uruguay faces medium- and long-term challenges associated with two global megatrends: population aging and technological change. These two megatrends have been developing for some time, but policy responses have been late or inadequate in many cases. Trying to delay them--by promoting higher fertility or enforcing restrictions on the adoption of new technologies--would probably be ineffective but also ill-advised, as these trends are generating important opportunities to increase production and welfare. The objective of this book is to identify these opportunities, as well as the challenges that population aging and technological change pose for the Uruguayan economy and to determine how they can be addressed through better-designed public policies, with a focus on the development of new skills that increase workers' productivity.

Abstract

This master thesis examines incentives women have to participate in the labor market induced by the tax and benefit systems in Belgium, Denmark, Finland, Germany and the Netherlands. The purpose of this thesis is to give insights about the incentives and disincentives of female labor force participation. It also gives an overview of tax theory, the unit of taxation and the direct and indirect tax biases linked to gender. Average tax rates and participation tax rates are computed for a broad set of situations where the first and second earners are at different percentage of the average wage, with and without children and for different employment status. Average tax rates show a significant large financial disincentive for second earners compared to singles in Germany due to joint taxation. Second earners face higher average tax rates compared to singles in each country when there are children in the household. For the participation tax rates, there is a higher participation disincentive in four of the analyzed countries when switching from unemployment to part-time employment than when switching to full-time employment. Since women are more likely to work part-time, they are more impacted by this high participation disincentive.

Abstract

Promoting the smooth labor market integration and early labor market success of workers has increasingly become an important economic and social development aim globally. The Nepal government sees addressing the social and economic challenges of youth, and leveraging their social and economic prospects, as critical for the country's economic growth and development. There has been limited systematic, policy-oriented empirical research conducted on labor and livelihoods in Nepal. Dedicated examinations of the labor conditions, behaviors, and outcomes of youth are rarer still. Responding to the knowledge needs expressed by the Nepal government and other stakeholders in the country, this book aims to improve our understanding of the labor market conditions, behaviors, and outcomes of Nepalese youth. It examines these aspects in Nepal's domestic labor market as well as in relation to labor migration to India and other countries, including temporary 'foreign employment' of Nepalese workers under bilateral labor agreements between destination countries and Nepal. In so doing, the report seeks to present insights and implications for research and public policy, with the goal of improving the labor market prospects of Nepalese youth. The collective findings in the report point to three directions for orienting public policy and program initiatives. First is raising rural labor productivity, urban labor demand, and urban worker-job matching efficiency. Second is supporting the labor market integration of rural youth migrating to urban parts of Nepal and of youth labor migrants returning from India and other countries. Third is improving the orientation and efficacy of labor skill training.

Abstract

This semiannual report - a product of the Office of the Chief Economist for the Latin America and Caribbean (LAC) Region of the World Bank - examines in detail the most significant changes experienced by labor markets in LAC countries between the 1990s and the 2000s, and provides an overview of the economic outlook for the LAC region in the coming months. Chapter 1 starts by briefly analyzing the sources of external risks for LAC and describes the economic prospects for the region. Chapter 2 studies how the recent decade of high growth, increased macroeconomic stability and great improvements in the social agenda was accompanied by a rapid transformation of labor markets in LAC. In particular, it documents the forces behind the sharp decline in wage inequality and studies the consequences of disinflation for labor market adjustments.

Abstract

The Punjab Female School Stipend Program, a female-targeted conditional cash transfer program in Pakistan, was implemented in response to gender gaps in education. An early evaluation of the program shows that the enrollment of eligible girls in middle school increased in the short term by nearly 9 percentage points. This paper uses regression discontinuity and difference-in-difference analyses to show that five years into the program implementation positive impacts do persist. Beneficiary adolescent girls are more likely to progress through and complete middle school and work less. There is suggestive evidence that participating girls delay their marriage and have fewer births by the time they are 19 years old. Girls who are exposed to the program later, and who are eligible for the benefits given in high school, increase their rates of matriculating into and completing high school. The persistence of impacts can potentially translate into gains in future productivity, consumption, inter-generational human capital accumulation and desired fertility. Lastly, there is no evidence that the program has negative spillover effects on educational outcomes of male siblings.

Abstract

This article examines how a policy oriented toward a specific group within the population can have collateral effects on the economic decisions of other groups. In 1996, the Chilean government approved the extension of the school day from half- to full-day school. This article exploits the quasi-experimental nature of the reform's implementation by time, municipality, and age targeting of the program in order to examine how the maternal labor supply is affected by the childcare subsidy implicit in the lengthening of the school day. Using data from the Chilean socioeconomic household survey and administrative data from the Ministry of Education for 1990-2011, the authors estimate that, on average, there is a 5 percent increase in labor participation and employment rates of single mothers with eligible children (between 8 and 13 years old) with no younger children, who are the group that would be mainly affected by the policy. No significant labor supply responses are detected among others mothers with eligible children.

Abstract

While there are many positive societal implications of increased female labor force opportunities, some theoretical models and empirical evidence suggest that working can increase a woman's risk of suffering domestic violence. Using a dataset collected in peri-urban Dhaka, this analysis documents a positive correlation between work and domestic violence. This correlation is only present among women with less education or who were younger at first marriage. These results are consistent with a theoretical model in which a woman with low bargaining power can face increased risk of domestic violence upon entering the labor force as a husband seeks to counteract her increased bargaining power. By contrast, husbands of women who have higher baseline bargaining power cannot resort to domestic violence since their wives have the ability to leave violent marriages. These findings are inconsistent with the models of assortative matching in the marriage market, expressive violence, work in response to economic shocks, or underreporting of domestic violence. The results on age at marriage are also inconsistent with the implications of a reverse causality model in which women enter the labor force to escape violent situations at home, although the results on education are consistent with that story.
