Abstract

Nous savons tous, intuitivement, que la peur joue un rôle dans la vie politique d'un pays. Et pas seulement lors d'événements exceptionnels comme les attentats du 11 septembre à New York. Mais, parce qu'il est humiliant d'avoir peur et de se l'avouer, nous en minimisons irrésistiblement l'influence, préférant nous réfugier derrière des explications plus " rationnelles " du comportement des gouvernants comme des citoyens. Le maître-livre de Corey Robin déchire ce voile d'ignorance. Dans une analyse à la fois brillante et provocante, très largement saluée lors de sa récente publication aux Etats-Unis, il montre en quoi la peur constitue un levier fondamental de pouvoir, même dans une démocratie libérale comme la nôtre. L'auteur conjugue ici une analyse historique de l'idée de peur (de Hobbes à Hanna Arendt en passant par Montesquieu et Tocqueville) avec une description concrète, menée sans complaisances, de la vie politique américaine actuelle. Il s'en dégage une démonstration particulièrement efficace qui déborde le cadre strictement américain pour s'appliquer à tout fonctionnement démocratique. Si cette thèse originale trouble certainement notre confort intellectuel, elle peut aussi nous dessiller politiquement les yeux pour des lendemains mieux libérés de la peur.

"From one of the world's most celebrated moral philosophers, an examination of the current political crisis. In The Monarchy of Fear Martha C. Nussbaum--an acclaimed scholar and humanist--analyzes the political standoff that has polarized American life since the 2016 presidential election and focuses on what so many pollsters and pundits have overlooked: the political is always emotional. Globalization, automation, and the rising costs of higher education have produced feelings of powerlessness in millions of American people. Related issues trouble European unity. That sense of powerlessness and a pervasive underlying fear of change bubble into resentment and blame: of immigrants, Muslims, those of other races, and cultural elites. " Modèle " d'une société démocratique, l'Amérique réagit aujourd'hui aux exigences d'égalité planétaire avec un mépris ploutocratique, dénonçant un nébuleux " axe du mal " sans tenir compte d'un axe de l'inégalité flagrant. Même en appuyant la dictature dans des pays quelle tient pour amis, elle pense pouvoir imposer la démocratie manu militari à des ennemis à terre. Elle croit que des marchés privatisés et un consumérisme agressif sont les instruments qui forgeront la démocratie. Elle reste convaincue que les autres nations sont capables d'instaurer la démocratie du jour au lendemain en important des institutions qu'il a fallu des siècles pour former et développer aux États-Unis. Ce faisant, les États-Unis font fausse route : une puissance impériale suscite nécessairement un rejet à la mesure de la violence de son intrusion. Abstract

Emotions matter in politics - enthusiastic supporters return politicians to office, angry citizens march in the streets, a fearful public demands protection from the government. Anxious Politics explores the emotional life of politics, with particular emphasis on how political anxieties affect public life. When the world is scary, when politics is passionate, when the citizenry is anxious, does this politics resemble politics under more serene conditions? If politicians use threatening appeals to persuade citizens, how does the public respond? Anxious Politics argues that political anxiety triggers engagement in politics in ways that are potentially both promising and damaging for democracy. Using four substantive policy areas (public health, immigration, terrorism, and climate change), the book seeks to demonstrate that anxiety affects how we consume political news, who we trust, and what politics we support. Anxiety about politics triggers coping strategies in the political world, where these strategies are often shaped by partisan agendas.
