Le jeu institutionnel des démocraties occidentales est largement dominé à l'heure actuelle par un organe dont le nom désigne l'exact contraire de ses fonctions : le pouvoir exécutif. Alors qu'ils sont théoriquement conçus comme des exécutants, les chefs d'Etat et de gouvernement, les ministres et l'ensemble de l'appareil administratif, dirigent, décident, légifèrent et tendent, aux yeux de tous, à incarner le pouvoir. C'est à la résolution de ce paradoxe qu'est consacré cet ouvrage, qui entend éprouver de manière réaliste le mythe de la séparation des pouvoirs, en le confrontant aux infinies activités exercées de nos jours par nos « Exécutifs ». Par-delà les théories juridiques des fonctions de l'Etat, qui plongent leurs racines chez Locke, Montesquieu et Rousseau, ce livre cherche à renouer avec les anciennes conceptions du pouvoir pour saisir la véritable essence de tout Exécutif : survivance finaliste de l'autorité politique, au sens fort du terme, dans un monde fonctionnel où la possibilité même de l'auctoritas est désormais compromise.
