The study makes an analysis of the legal framework which Member States must take into account when designing their policies on citizenship education. The Charter on Education for Democratic Citizenship and Human Rights Education of the Council of Europe and the international right to education are read in conjunction with EU law. Suitable content for the EU dimension in mainstream education is explored. A method for objective, critical and pluralistic EU learning is proposed, based on the Treaties and on case teaching (stories for critical thinking). Member States are invited to take more action to ensure quality education. The EU has the legal competence to support the EU dimension in education. In the present state of EU law, quality education is no longer conceivable without an EU dimension incorporated in various key competences. At present the author works at the implementation of the ideas developed in the book as an Affiliated Senior Researcher at Leuven University (Case4EU-project in Belgium and other EU Member States). Das Werk bringt die Europarats-Charta zur politischen Bildung zusammen mit dem EU-Recht. Es steckt den rechtlichen Gestaltungsrahmen der Mitgliedstaaten im Hinblick demokratische Bildung und Erziehung ab. Auf der Basis konkreter Methoden werden Maßnahmen vorgeschlagen, mit denen die Mitgliedstaaten eine qualitativ höherwertige demokratische Bildung sicherstellen können. Dies ist ohne eine genuin europäische Dimension in verschiedenen Schlüsselkompetenzen nicht mehr denkbar.

The theme of Europeanization has, in recent years, come to figure prominently in a wide range of social science analyses concerning both the process of European integration and broader patterns of change in contemporary Europe. Yet, though increasingly a staple of academic discourse, no widely accepted definition of the term has emerged. This volume of the European Studies represents one of the first interdisciplinary attempts to examine the manifold uses and possibilities of a Europeanization problematic. An international team of contributors drawn from the disciplines of Politics, Sociology, History, Anthropology, and Law explore processes of institution-building and identity formation through the optic of Europeanization. Their work offers new insights as regards the development of European integration, pointing particularly to the need for a genuinely interdisciplinary European Studies which encompasses, but is not limited to, the study of the European Union.

Citoyenneté, démocratie, constitution: trois concepts juridiques et politiques, trois valeurs fondatrices de la civilisation européenne selon des combinaisons fluctuantes. L’Homme est « un animal politique » ; la citoyenneté traduit démocratiquement sa participation à la vie de la Cité en lui reconnaissant le pouvoir d’influer sur son destin individuel et collectif. En ce sens, la citoyenneté de l’Union, qui « a vocation à devenir le statut fondamental des ressortissants des États membres », apparaît comme le récent avatar des métamorphoses ontologiques de l’Homo europaeus dans la quête de son identité et de son continent. Une métamorphose aux perspectives multiples car, désormais «penser l’Europe » nous oblige à appréhender sa complexité inhérente ; la citoyenneté européenne constitue alors le statut civil et civique dont pourrait naître un peuple européen, un demos, doté d’une existence propre, complémentaire de celle des nations et des peuples des États membres de l’Union. La somme européenne ne serait plus équivalente à la seule addition des parties nationales. Quelle est la légitimité de cette construction juridico-politique, de ce système conceptuel dont le centre de gravité reste les États souverains et dont la force d’attraction se mesure à l’aune de la cohésion nationale et européenne de chacun des peuples de l’Union? Les obstacles rencontrés au cours de la procédure de ratification du traité établissant une Constitution pour l’Europe puis du traité de Lisbonne nous imposent de revisiter ces questions.

In Kleinstaterij! gaat Vincent Stuer op zoek naar de essentie van het nationalisme en de gevolgen van de nationalistische golf voor de Europese Unie. Vincent Stuer is een gedreven verteller met een verrassende kijk op onze geschiedenis en onze toekomst.De natiestaat lijkt helemaal terug. De Europese verkiezingen werden in veel lidstaten gewonnen door eurokritische en anti-Europese politici. Burgers verzetten zich tegen de afb raak van de nationale soevereiniteit. Grenzen zijn nodig, klinkt het, en identiteit is een positieve kracht. Mensen als Nigel Farage en Marine Le Pen beuken in op de Europese Unie. Maar tegelijk leggen separatistische bewegingen in Schotland, Catalonië en Vlaanderen net de nadruk op hun pro-Europese uitgangspunten. De interne grenzen van Europa staan niet ter discussie.Toch kan de nieuwe opstoot van nationalisme een existentieel probleem worden. De politieke verwarring die uit de botsing der naties kan volgen, hangt Europa als een donkere wolk boven het hoofd. De nieuwe natiestaten zullen ontdekken dat soevereiniteit anno 2014 niet meer is wat het ooit was. Een ontnuchtering die zich alleen tegen het Europese project kan keren.
