The EU has long aspired to play a role in world affairs commensurate with its status as an economic power, an ambition embodied in the common foreign and security policy (CFSP), the European External Action Service and a host of programmes, policies and mechanisms. In this call to action, Renew Europe MEP Urmas Paet, who was Estonian foreign minister from 2005-2014, forensically examines the EU's too-often ineffective performance in the face of a wide range of foreign policy challenges. Lack of consensus among the member states, slow decision-making, strategic confusion, poor engagement with potential partners and an absence of real conviction are constant themes. The inescapable conclusion is that in foreign policy the EU, while a source of ceaseless pronouncements and declarations, remains a minor player in a world where Great Power politics have reasserted themselves - and a world in which systemic challenges to the western democratic model, from Russia, China and others have become more powerful than when the CFSP was initiated. Mr Paet's theme is to learn from the past, not dwell on it, and to grasp the nettle to achieve a unified and effective strategy before it is too late. Bold, but realistic and pragmatic ambition must replace vague and ill-defined aspirations which produce nothing. As he writes "It is simply no longer enough to stride around the world offering hope, values and a cheque book. The EU and its member states need ... to prioritise and strategise, speak with one voice and with common goals, and do so with clarity and consistency

In recent decades, the external action of the European Union (EU) has been undergoing considerable change. An expansion of the EU’s external policy portfolio can be observed in many areas as previous policies for internal purposes – such as competition, energy, the environment, justice and home affairs or monetary governance but also gender, science, culture or higher education – have developed external dimensions. This book addresses the EU’s potential to become a more joined-up global actor in its external engagement. It uses a single and innovative analytical framework to examine three clusters of policies: EU internal sectoral and cross-cutting policies with long-standing external engagement, those which have been undergoing considerable change, and originally internal policies whose external dimensions are comparatively more recent. It identifies key explanatory factors for the emergence of (certain forms of) EU external engagement and identifies patterns of the evolving relations between EU internal and external sectoral policies. As such, the book examines and assesses exciting new empirical and theoretical research avenues into European integration studies and offers insights into the extent to which the EU may be considered a more joined-up global actor developing sectoral diplomacies. This text will be of key interest to scholars and students as well as practitioners in the fields of European Union politics, European Union foreign policy, European Politics, diplomacy studies, and more broadly law and international relations. The European Union is mired in the worst crisis it has seen for many decades. And the crisis does not stop at Europe's edge. It threatens to undercut the EU's ambitions to develop a coherent and active foreign policy, but it is also forcing European states to reevaluate their approach to security and defense.Richard Youngs examines the legacy of the crisis and what it will mean for the EU's international role. The fallout undermines the EU's foreign policy capacity and tarnishes its normative brand, compelling some member states to focus on realpolitik and their own national-level policies. But there are also signs of enhanced European cooperation, greater international ambition, and deepened commitment to the values of a liberal world order. Youngs details how the EU can craft an effective foreign policy strategy while confronting an internal economic crisis and a reshaped global order.Bron : http://www.amazon.com

"EU foreign policy once existed in the form of the European Political Cooperation with only a limited political leverage and symbolic institutional underpinnings. In recent years rapid changes have occurred, including an expanding institutional apparatus, increased responsibility and growing demand for action. This book examines new approaches to the EU's foreign policy that address its rapidly changing character, presenting the newest theoretical perspectives and dealing with novel empirical developments. Rather than simply considering structural variations and changes in the agency of the EU, it explores the new complexity in EU foreign policy. The authors offer new theoretical perspectives and new empirical studies dealing, among others, with issues such as: Power delegation to the Commission. EU diplomacy. Parliamentarisation and constitutionalisation. Committees' involvement in foreign policy process.

This groundbreaking new textbook offers extensive coverage of EU External Action studies, from its major concepts to the key theories in the field. Over the past decades, the European Union has progressively developed into a significant global actor in an increasing number of policy fields. This long-awaited volume looks into different ways of conceptualizing the EU as a global actor, the processes and impact of EU external action, explanations offered by IR and integration theories, the discursive, normative, practice and gender ‘turns’, and the ‘decentring agenda’ for EU external action. The book offers a reader-friendly guidance on these various ways in which to study the EU as a global actor: each chapter introduces one concept, approach or theory and illustrates its application by a case study of EU external action. In drawing the different perspectives together, the book underscores that ‘EU External Action Studies’ is becoming an academic speciality in its own right. (Provided by publisher)
