Abstract

À la fois dimension des activités humaines et domaine d'actions publiques ou privées, le champ artistique et culturel est aujourd'hui marqué par des transformations majeures. La globalisation, l'impact des (nouvelles) technologies sur la production, la diffusion ou la "consommation" de la culture, l'élargissement et l'hybridation des formes artistiques, la variété des enjeux associés au thème de la diversité culturelle sont autant de défis pour l'action et la recherche. Les contributions de jeunes chercheurs européens réunies dans ce livre sont distribuées autour de trois axes qui structurent les débats et enjeux des rapports entre culture, territoires et société : la question métropolitaine (comment l'intégration de la dimension culturelle à l'élaboration des projets urbains conduit à réagencer le dialogue entre villes et culture) ; les dynamiques territoriales et l'européanisation (comment l'intervention d'acteurs publics diversifiés et l'émergence de formats culturels innovants transforment les politiques culturelles) ; la problématique de la régulation autour des nouveaux modèles technologiques, économiques et de médiation. Abstract

The areas of media and cultural policy offer a unique prism through which to understand wider processes of European integration. Questions of European identity, citizenship and community or polity-building clearly resolve themselves as questions of the (non-)emergence of a European 'communicative space'. At the same time, as a more specific area of policy study, the role which has or may be played by the European institutions themselves in the fostering of such a 'communicative space' raises questions as to both the effectiveness and the legitimacy of their interventions. This volume in the European Studies series brings fresh, interdisciplinary insight into this relatively understudied area, making the case for a renewed look at the trajectory of cultural and media policies in the EU. Distinctively, the collection offers a historical and socio-political analysis of major media policies in the European Union, allowing for the contextualisation of recent developments; turns its attention to areas largely neglected by scholarly publishing, such as the press, the culture of the newsroom, and the role of media in an enlarged Europe; and addresses media and cultural policies as an interrelated part of EU construction, through questions of identity and political representation. Abstract

The European Union and culture explains why and how the European Union has started to intervene in the cultural policy sector - understood here as the public policies aimed at supporting and regulating the arts and cultural industries. It is the first comprehensive and theoretically informed account of the Communitarisation process of the cultural policy sector. Before 1992, no legal basis for EU intervention in the field of culture appeared in the Treaties. Member states were, in any case, reluctant to share their competences in a policy sector considered to be an area of national sovereignty
