"The Ukrainian crisis presented the gravest threat to peace and stability in Europe since the Second World War. The crisis attracted much international attention, yet little is known about how and why the EU and Russia ended up 'competing' over Ukraine. The authors unravel the deeper origins of the crisis by adopting a long-term perspective to the 'integration offers' presented to Ukraine by Russia and the EU and the choices made by Ukraine's leaders. En 2005, le Président de l'Ukraine déclare que son pays est candidat à l'adhésion à l'Union Européenne mais quatre ans plus tard, aucune candidature officielle n'a été déposée. Les problèmes de politique interne, les relations avec la Russie, la crise du gaz qui a mis en cause la sécurité énergétique de l'UE et la nouvelle politique d'«approfondissement» de l'Union avant tout nouvel élargissement sont autant d'éléments qui expliquent la relativisation de l'enthousiasme politique né du changement de régime politique, et de la prise en compte des réels changements en Ukraine. Il n'est désormais plus question de candidature mais d'un partenariat privilégié, d'une alternative temporaire à une adhésion, un partenariat devenu association. L’Ukraine intègre ainsi une troisième catégorie de pays, à côté des candidats déclarés et des candidats potentiels qui ont «vocation à intégrer l'UE». pays associé à l'UE qui reconnaît sa vocation et ses aspirations européennes. Le voisinage ukrainien n'est pas un voisinage «commun» et la clé de l'adhésion de l'Ukraine est donc à Bruxelles et à Moscou, non à Kiev. Pour autant, alors que «l'approfondissement» paraît difficile quand les électeurs européens boudent massivement les urnes aux dernières élections du Parlement européen, il convient de s'interroger sur le sens de ce «partenariat privilégié», s'agit-il d'une réponse acceptable aux espoirs d'une grande partie des Ukrainiens? Les contributions d'une vingtaine de spécialistes ukrainiens. d'Europe centrale et de l'Ouest sont mises en perspectives dans ce volume qui in fine pose la question de savoir qui vend ce ticket simple pour l'UE et. surtout, comment l'Ukraine pourra l'acheter.

What does 'belonging to Europe' mean for the European Union's eastern neighbours ? Over the past two decades, Russia, Ukraine and Belarus have experienced dramatic and sometimes bitterly contested changes in their relations with the European Union and with each other. Marking a decisive step forward in the literature, the authors explain the major shifts in the foreign policies of these three countries by tracing their identity debates throughout the post-Soviet period. Based on extensive empirical research over more than a decade, including interviews, focus groups and national surveys as well as printed sources in several languages, this field-defining study demonstrates how the divergent articulations of identity vis-a-vis 'Europe' in the three countries, coupled with divergent views of Europe and the EU, shape their foreign policy preferences in a 'Europe' that is reconsidering its own boundaries and place in a changing world.

The European Neighbourhood Policy (ENP) of 2004, and the succeeding Eastern Partnership (EaP) of 2009 heralded a revolutionary new form of relations with the European Union's neighbours - partnership based on joint ownership and shared values - which would complement if not entirely replace the EU's traditional Eastern Partnership (EaP) governance framework used for enlargement. These initiatives, however, have received a mixed response from the EU's eastern neighbours. This book explores the EU's relations with its eastern neighbours. Based on extensive original research, including in-depth interviews with key people in Belarus, Ukraine, Moldova and in Brussels, it assesses why the EU's initiatives have been so poorly received. It shows how the key elements of "partnership" have been forged mainly by the EU, and not jointly, and examines the idea of external governance, and how the application of this has been over-prescriptive and confusing.
