L’Europe se construit. Depuis un demi-siècle, pas à pas, un nouvel environnement économique, un nouvel espace géographique, une nouvelle entité politique se dessinent. Parmi les lieux de mémoire dédiés à l’histoire récente de l’Europe, la Fondation Jean Monnet, à Lausanne, possède un certain nombre d’archives permettant de suivre, de mieux comprendre à travers des textes rares comment l’idée d’union européenne s’est retrempée au fil des années, y compris avant et pendant la Seconde Guerre mondiale. Ses documents sont le noyau de l’ensemble que nous proposons. Les textes présentés dans ce volume essaient de donner un autre éclairage sur la « mécanique européenne ». L’angle choisi permet de montrer que la construction de l’Europe moderne ne fut pas forcément « technocratique », mais que, comme tout projet singulier, elle est le résultat de tâtonnements, d’hésitations, de conflits souvent aujourd’hui oubliés, et aussi d’un élan réel.
