The EU's emergence as an international security provider, under the first Common Security and Defence Policy (CSDP) operations in the Balkans in 2003, is a critical development in European integration. In this book, which relies on extensive interviews with CSDP officials, Michael E. Smith investigates how the challenge of launching new CSDP operations causes the EU to adapt itself in order to improve its performance in this realm, through the mechanism of experiential institutional learning. However, although this learning has helped to expand the overall range and complexity of the CSDP, the effectiveness of this policy tool still varies widely depending on the nature of individual operations. The analysis also calls in to question whether the CSDP, and the EU's broader structures under the 2009 Treaty of Lisbon, are fit for purpose in light of the EU's growing strategic ambitions and the various security challenges facing Europe in recent years. --

This book offers the first comprehensive legal analysis and empirical study of accountability concerning the EU's peacebuilding endeavours-also referred to as civilian crisis management. Since 2003, the EU has launched more than twenty civilian missions under the CSDP in conflict-torn regions in Eastern Europe, the Western Balkan, sub-Saharan Africa, the Middle East, and South East Asia with the aim of restoring stability and security. Mission mandates cover a broad range of multidimensional tasks, such as border monitoring, rule of law support, police training, law enforcement capacity building, and security sector reform. In light of these numbers and tasks and given (recent) alarming insights from practice, it begs the question who is accountable (to whom) for the EU's manifold extraterritorial peacebuilding activities.

Seit 2003 hat sich die Europäische Union in mehr als zwanzig militärischen und zivilen Operationen engagiert. Spezifika der Europäischen Sicherheits- und Verteidigungspolitik (ESVP) sind zum einen ihre starke politische Prägung und zum anderen ihre Einbettung in das europäische Mehrebenensystem. Die Arbeit untersucht die verschiedenen Ebenen der europäischen Verteidigungsstrukturen vom Ausgangspunkt der Operation "Artemis". Die erste Problemlage "Streitkräfte im europäischen Verfassungsrecht" behandelt Fragen in Bezug auf die "Gewaltenteilung" im Rahmen der ESVP und die (parlamentarische) Legitimation von Streitkräften, die im Bereich solcher Operationen eingesetzt werden. Die zweite Ebene untersucht Befehlsketten und die Zurechnung von Verantwortung für Entscheidungen, die in der ESVP gefällt werden. Die dritte Ebene geht der Frage nach, inwieweit die EU inhaltlich an das Völkerrecht gebunden ist, und welche Rolle sie im "conflict-management" der Vereinten Nationen spielt.
