La « méthode Monnet » de construction européenne serait-elle en voie de s'épuiser ? De nombreux indices le donnent à penser. Après l'achèvement du marché intérieur, et face aux défis que constituent la fin de la guerre froide, la mondialisation et l'élargissement, l'Union européenne est en quête d'une nouvelle méthode d'intégration. Les grandes politiques lancées par les traités de Maastricht et Amsterdam (Union économique et monétaire, politique étrangère, sécurité intérieure, politiques sociales) reposent de plus en plus sur une « coopération ouverte » entre gouvernements, où les institutions communautaires peinent à trouver leurs marques. Élargie dans sa taille et dans ses objectifs, l'Union se repose davantage, pour la conception et la mise en œuvre de ses politiques, sur les gouvernements nationaux et les entités régionales. Le temps des grands engagements semble, lui aussi, révolu. Les conférences intergouvernementales se succèdent désormais à un rythme soutenu, davantage pour corriger les traités que pour lancer de nouveaux projets de grande ampleur. La construction de l'Europe connaît ainsi une « grande transformation », qui impose de réfléchir au nouveau modèle qui se dessine, à la fois plus ambitieux dans ses objectifs et plus modeste dans ses moyens, plus large dans son étendue géographique et plus décentralisé. Le second volume de cette étude est consacré aux politiques internes et externes de l'Union. Les auteurs y analysent les mutations profondes du modèle socio-économique dues au passage de l'approche redistributive à l'approche régulatrice. Ils soulèvent aussi les dilemmes et les options de l'identité extérieure de l'Union, dont l'évolution se trouve à un tournant. Derrière ces transformations, ce sont les questions de la politisation et de la « nouvelle identité » de l'Europe qui se trouvent posées.

"Norway is by history and culture very much a Scandinavian nation with its own unique profile. This book analyzes the factors that have shaped the sociocultural fabric of Norwegian politics. One of the most important themes Heidar analyzes is the power of the periphery, both in social as well as geographic terms. In the geographic sense, Norway is a small nation, and although it has been able to remain economically and politically stable, it is situated on the European flank. It is therefore dependent upon and vulnerable to external economic and political developments. This monograph thoroughly illustrates the debate on federalism and regionalism as it emerged in Italy in the years preceding the unification of 1861 and then again in the early 1990s, a debate mainly centred on the deep socio-economic differences between the North and the South of the country. Torn between centripetal and centrifugal forces, the Italian regional model implemented with the 1948 constitution and strengthened in 2001 provokes questions that intersect with topical debates engaging scholars globally, potentially stimulating comparative discussions. While the future of Italian regionalism remains unclear, the Italian regional model combines lessons coming from different theoretical experiences, including federalism, sub-state nationalism, and the European unification process, representing a novel experiment fashioned by those who were looking for a compromise between unitary and federal schemes. This book brings together an all-women group of scholars to provide a historically grounded and theoretically rich examination of the continuities and changes in Turkey’s foreign policy since the Republic's establishment in 1923. Using different International Relations theories, clarifying the interaction between domestic politics and foreign policymaking, the book charts the evolution of Turkey’s foreign policy vis-a-vis several regions and global actors and examines the major developments in Turkey’s relations with these actors. Some chapters emphasize the continuities in Turkey’s external relations, and others examine the significant changes and discontinuities in certain areas. Recognizing that Turkey’s state interests may not always coincide with the interests of the ruling elite, the book demonstrates that the centennial birthday of Turkey represents a constitutive moment for Turkey’s future and calls for a pragmatic, as opposed to a completely ideologically-based, grand strategy that should focus on progressive ideals.

This book aims to provide an overview of crucial aspects related to the interconnection between the political economy of energy security and national security, which is of great importance globally due to high volatility and complexity. In this book, contemporary energy issues in relation to the energy security are examined, along with main vulnerabilities and challenges that have appeared lately with an impact beyond country borders and with a particular focus on the Eastern Mediterranean region. Energy security is studied on both International and European level and finally the Eastern Mediterranean region with special reference to the countries of the State of Israel and the Republic of Cyprus. The rapidly changing geopolitical environment makes energy security one of the critical areas of immediate interest that need a holistic approach. This open access book focuses on the nexus between “party system stability” and “democratic consolidation”, using Slovenia as a case study. Its findings are presented from a comparative perspective to illustrate the commonalities and differences found in research on Central European post-socialist countries and former Yugoslav countries. On the one hand, Slovenia’s characteristics (including the characteristics of its transition to democracy) are far more similar to those of Central European post-socialist countries than Western Balkan countries. On the other, Slovenia shares some similarities with other parts of the former Yugoslavia – especially its experiences with the political system of socialist self-management, elements of a market economy under socialism, and war following the end of socialism (albeit the conflict in Slovenia was very short and rather mild in comparison to those in other parts of socialist Yugoslavia). Slovenia’s experiences with rapid but limited democratic backsliding under the Janša government (March 2019–June 2022) were halted by the 2022 national election – in contrast to the more widely known cases of Hungary and Poland, where such backsliding took place incrementally over a longer period of time that included several election cycles. This book analyses the role of Europarties in the deepening of integration and the debates on the future of Europe. It is guided by three fundamental research questions: What strategies do Europarties utilize to advance their visions of Europe? What is the relative influence of the actors in the networks of the Europarties? How successful have the Europarties been in shaping the future of Europe? European integration cannot be understood without accounting for the impact of the Europarties. Theoretically, the book utilizes the concepts of advocacy and agenda-setting, identifying Europarties as transnational partisan actors operating at intergovernmental and supranational levels of EU decision-making. Europarties have consolidated their organizational structures, and more importantly, have over the decades built their own networks and coalitions that enable them to wield influence in ways rarely captured by previous studies. Empirically, the book investigates the networks and positions of the Europarties, constitutional reform processes, and the role of the Europarties and their EP political groups in the broader debates on the future of Europe.” Karl Magnus Johansson was formerly Professor and is now Affiliate Professor of Political Science at Södertörn University in Stockholm, Sweden. He was Senior Fellow at the Center for European Integration Studies at Bonn University and Part-time Professor at the European University Institute, Florence. His research interests include European integration and political parties. Tapio Raunio is Professor of Political Science at Tampere University, Finland. His research focuses on representative democracy and political institutions, both in the context of national politics and at the European level, specifically on legislatures, executives, political parties, and foreign policy decision-making. .
