Deze thesis bekijkt ten eerste het besluitvormingsproces dat geleid heeft tot de oprichting van de Europese Dienst voor Extern Optreden. Daarna wordt de dienst zelf onder de loep genomen, om vervolgens de dienst te evalueren op basis van de verwachtingen die gecreëerd werden voor de oprichting van de dienst. Uit de analyse zal blijken dat deze tot dusver niet worden ingelost, maar dat de dienst deze in de toekomst mogelijk wel kan verwezenlijken.

Abstract

In The Ideas and Practices of the European Union’s Structural Antidiplomacy , Steffen Bay Rasmussen offers a comprehensive analysis of EU diplomacy that goes beyond the functioning of the European External Action Service and discusses the sui generis nature of the EU as a diplomatic actor, the forms of bilateral and multilateral representation as well as the actor identity, founding ideas and meta-practices of EU diplomacy. The book employs a novel theoretical approach that distinguishes the social structures of diplomacy from the practices and meta-practices of diplomacy. Comparing EU diplomacy to the two theoretically constructed ideal types of Westphalian diplomacy and utopian antidiplomacy, Steffen Bay Rasmussen concludes that the EU’s international agency constitutes a new form of diplomacy called structural antidiplomacy.

Abstract

In European External Action Service , Mauro Gatti provides a legal analysis of the EU’s ‘foreign ministry’. The European External Action Service (EEAS) was created to coordinate the supranational and intergovernmental areas of EU external relations, but it is unclear whether and how it may attain this objective. Through an analysis of law and practice, Gatti demonstrates that the EEAS is capable of effectively promoting coherence in EU external relations. Although working independently from EU institutions and Member States, the EEAS can coordinate their activities at an administrative level. The EEAS is thus ideally placed to bring together EU external action instruments, including diplomatic efforts, development cooperation, and security policies.

Abstract

"European Union Delegations are an integral part of the EU External Action Service (EEAS) and have constituted the official diplomatic representation of the European Union to countries outside of the EU since the signature of the Lisbon Treaty in 2007. However, despite these steps towards further political integration, the Treaty of Lisbon has been unable to streamline differences across third states and the EEAS hence remains a diplomatic service of different speeds.This study considers why the EU centralizes diplomacy more easily in some third countries rather than in others, and offers a systematic answer to this question by analysing the EU Delegations both across time and space, notably by developing a quantitative tool, the EU Diplomacy Centralization Index. The results show that whilst the EU is adept at centralizing diplomacy in developing countries and - quite surprisingly - in countries of strategic/security importance, it encounters difficulties in doing this with major economic partners.
