Montée du régionalisme, exigence d’autonomie, voire d’indépendance… On assiste aujourd’hui à une fragmentation des nations, dans les pays industriels comme dans les pays en développement. Les causes identitaires - anciennes - se combinent avec le fait - nouveau - que les régions riches ne veulent plus payer pour les régions pauvres. Plus largement, c’est le modèle de cohésion territoriale qui est remis en cause. Dans la mondialisation, les petites nations semblent tirer leur épingle du jeu. Pourtant, leur multiplication pose plus de problèmes qu’elle n’en résout. L’exemple qu’offrent aujourd’hui l’Écosse, la Catalogne, la Flandre et d’autres régions peut avoir, par effet de contagion, des effets désastreux. Après le nationalisme européen du XIXe siècle, après le nationalisme décolonisateur du XXe siècle, le nationalisme « régional » s’affirme aujourd’hui comme un mouvement d’idées et un but pour le XXIe siècle. Dans ce petit jeu égoïste, chacun risque d’être perdant, sauf peut-être les micro-États les plus riches. Comment conjurer le poison de la méfiance et de la division ? Abstract

Europe and Latin America's social and economic stagnation is a direct result of the unresolved phenomena of the financialization crisis that broke out in 2008 in developed countries. Editors Noemi Levy and Etelberto Ortiz analyze the limitations of economic growth and development under capitalist economic organizations where financial capital is dominant, as well as explore alternative economic policies. This book argues that institutional settings based on the international monetary market, the global production organization and the international commerce arrangements need to be redesigned to improve countries' economic growth, job opportunities and salaries. In order for economic disequilibria to be reduced among regions, countries and social classes, economic surplus appropriation must be regulated. Divided into four distinct thematic sections, the chapters discuss how income distribution must be re-evaluated in order to halt the economic crisis of developing countries in Europe and Latin America, and to boost a new cycle of economic growth and development. Se prevé que la región podrá afrontar los actuales shocks mundiales mejor que en crisis anteriores, gracias a avances en la última década que han permitido apuntalar los fundamentos macroeconómica. Sin embargo, sobre la región aún pesan muchos riesgos adversos. Abstract

Terms such as 'Social Europe' and 'European Social Model' have long resided in the political and regulatory lexicon of European integration. But in recent years, and in spite of the adoption of the Charter of Fundamental Rights, the EU social profile has entered a profound period of crisis. The ECJ judgments of Viking and Laval exemplify the unresolved tension between the EU's strong market imperatives and its fragile social aspirations while the ongoing economic crisis, while the various 'bail out' packages are producing a constant retrenchment of social rights. The status quo is one in which workers appear to shoulder most of the risks attendant on making and executing arrangements for the doing of work. Chapters in this book advocate a reversal of this trend in favour of fair mutualization, so as to disperse these risks and share them more equitably between employers, the state, and society at large.
