Abstract

As Eurasia and the adjacent territories become more important to the world, there is increasing interest from international powers, accompanied by attempts to give institutional form to traditional economic and security links within the region. This book includes a range of substantive work from scholars based in the region, offering contrasting perspectives on the process of Eurasian integration and its place in the world. Chapters consider economic, political, social and security developments, with notable studies of the major countries involved in the development of the Eurasian Economic Union. The work also examines the connections between the region and China, greater Asia and the European Union. It outlines the varying dynamics, with populations growing in Central Asia while at best stagnant elsewhere. The book discusses the increasing strategic significance of the region and explores how the new post-Soviet states are growing in national cohesion and political self-confidence. Above all, the book examines the concept of ’Eurasia’, outlining the debates about the concept and how various aspects of the legacy of ‘Eurasianism’ contribute to contemporary plans for integration. The book argues that although regional integration is very much a popular idea in our age, with the potential for economic benefits and increased international influence, in practice contemporary projects for Eurasian integration have been highly ambiguous and contested. Nevertheless, significant steps have been taken towards the creation of the Eurasian Economic Union. The book analyses developments to date, noting the achievements as well as the challenges.

Abstract

In this original study of the Eurasian Economic Union, Maksim Karliuk assesses the law and dynamics of functioning of this international organization. Examining the Eurasian Economic Union as an attempt to encourage post-Soviet integration, this book addresses the problematic legal issues of the integration process. As well as considering theoretical issues, Karliuk engages with practical solutions to the problems identified. Abstract

This book deals with the banking integrations, which are becoming crucial at the present time not only because of the increased number of economic integrations, but also in view of their qualitative improvement. This book compares the European Union (EU) as the most successful union, which was able to move from the common financial market to the top of banking integration - the Banking Union, and the Eurasian Economic Union (EAEU) as a relatively young union but having many good prerequisites to become an influential union, established by five states - the Russian Federation, Kazakhstan, Belarus, Armenia, and the Kyrgyz Republic in 2015. The key research question is whether the single market in banking services or banking union is a reachable goal or on the contrary- utopia. Throughout the research, the book uncovers the bottlenecks and barriers that the EU and EAEU policymakers faced during the difficult process of establishing the single market and baking union. However, along with the problems of banking integration, the book identifies many particularities of the harmonization of banking legislations of the EU Member States. These identified particularities can be very beneficial for young unions and serve as a kind of guide in their integration processes. In particular, the book comes to the findings that evolutionary (not revolutionary) harmonization is required in order for the EAEU to become a full-fledged union. The full-fledged union, which was mutually established by the EAEU Member States with the purpose of bringing positive results for all its Member States, but not just as a counterbalance to the EU.

Abstract

The Eurasian Economic Union (EAEU), which includes Russia, Kazakhstan, Belarus, Kyrgyzstan, and Armenia, is a new but substantial regional organization. Significant achievements include a common external customs tariff, a customs union and a common labour market: a well-developed institutional environment has emerged to support and advance these processes, ranging from the Eurasian Economic Commission and the EAEU Court to the Eurasian Development Bank and the Eurasian Fund for Stabilization and Development. This major integration achievement also has several drawbacks and ‘stumbling stones’—some due to Russia’s dominant position, some due to the authoritarian nature of political regimes, and some due to dependence on oil and gas exports. This book presents a detailed qualitative and quantitative assessment of the Eurasian Economic Union, including the history of Eurasian integration, the macroeconomy of EAEU member states, an assessment of trade and investment links, a descriptive analysis of the EAEU Treaty, an analysis of Eurasian institutions, the sociology of integration, the EAEU’s emerging foreign economic policy, relations with the EU and China, the EAEU’s position on One Belt One Road policies, and its mid-term policy agenda. This primer text will be of interest and value for students, academics and practitioners working in economic policy and business communities and interested in the history and development of the Eurasian Economic Union.
