Abstract

The book contains the contributions at the NATO Advanced Study Institute on Chemicals as Intentional and Accidental Global Environmental Threats, which took place in Borovetz, Bulgaria, November 16-27, 2005. A diverse group of scientists, representing the fields of ecology, chemistry, medicine, epidemiology, public health, toxicology, risk assessment, environmental protection and management, modelling, environmental remediation technologies came together to discuss the chemicals threats for the global environment. The intentional or accidental release of chemicals into environment poses a global threat to public health and security. There is a forecast that terrorists could begin to use more advanced technologies including chemicals to threaten or attack civil and political institutions. Terrorism is expected to increase the threat of chemicals in environment through direct release of chemical agents or sabotage of existing chemical facilities. The intentional release of chemicals into environment can cause widespread panic, injury and mortality due to the potentials of exposure of large population. In addition, the management of accidental chemical releases and historical chemical contamination represents a significant economic burden to society.

Abstract

Many potential questions regarding the risks associated with the development and use of wide-ranging technologies enabled through engineered nanomaterials. For example, with over 600 consumer products available globally, what information exists that describes their risk to human health and the environment? What en- neering or use controls can be deployed to minimize the potential environmental health and safety impacts of nanomaterials throughout the manufacturing and product lifecycles? How can the potential environmental and health benefits of nanotechnology be realized and maximized? The idea for this book was conceived at the NATO Advanced Research Workshop (ARW) on “Nanomaterials: Environmental Risks and Benefits and Emerging Consumer Products. ” This meeting – held in Algarve, Portugal, in April 2008 – started with building a foundation to harmonize risks and benefits associated with nanomaterials to develop risk management approaches and policies. More than 70 experts, from 19 countries, in the fields of risk assessment, decision-analysis, and security discussed the current state-of-knowledge with regard to nanomaterial risk and benefits. The discussion focused on the adequacy of available risk assessment tools to guide nanomaterial applications in industry and risk governance. The workshop had five primary purposes: Describe the potential benefits of nanotechnology enabled commercial products. Identify and describe what is known about environmental and human health risks of nanomaterials and approaches to assess their safety. Assess the suitability of multicriteria decision analysis for reconciling the benefits and risks of nanotechnology.

Abstract

In case of security threats there is a need for temporal access to complete, updated, reliable information, in a dedicated form, is an essential prerequisite to effectively counter security threats. Currently the necessary information exists in a multitude of forms and formats geographically and physically scattered over different countries, institutes and organisations, and are subject to widely different data policies and management schemes. Moreover, there is no complete and updated overview of the existing information, e.g. in the form of a metadata catalogue. As a result, integration of this information in case of emergencies has proven to be extremely difficult, if not impossible. Although in some cases, interesting and impressive "demonstrations" have been shown of the possibilities of the integration of information, for a number of reasons these have reached the "operational" stage.

Abstract

The book contains the contributions at the NATO Study Institute on Exposure and Risk Assessment of Chemical Pollution – Contemporary Methodology, which took place in Sofia – Borovetz, Bulgaria, July 1–10, 2008. Rapid advances in mathematics, computer science and molecular biology and chemistry have lead to the development in of a new branch of toxicology called Computational Toxicology. This emerging field is addressing the estimation and prediction of exposure risk and effects of chemicals based on experimental data, measured concentration and biological mechanisms and computational models of biological systems. Mathematical models are also being used to predict the fate and transport of substances in the environment. Because this area is still in its infancy, there has been limited application from governmental agencies to regulating controllable processes, such as registration of new chemicals, determination of estimated exposure and risk based limits and maximum acceptable concentrations in different compartments of the environment – ambient air, waters, soil and food products. However, this is soon to change as the ability to collect, analyze and interpret the required information is becoming increasingly more efficient and cost effective. Full implementation of the new processes have to involve education on both part of the experimentalists who are generating the data and the models, and the risk assessors who will use them to better protect human health and the environment.
