Устранение преград на пути развития частного сектора является долгосрочной целью правительства Узбекистана, а начавшаяся в 2017 году масштабная программа реформ предусматривала более активное содействие росту конкурентоспособности и производительности компаний частного сектора. Чтобы справиться с вызовами и воспользоваться возможностями «зеленого» и цифрового переходов, которые обеспечивают новый импульс для ускорения этих реформ, Узбекистану необходим более динамичный и инновационный частный сектор. Настоящий отчет, основанный на результатах небольшого целевого опроса иностранных компаний, работающих на территории Узбекистана, дает новое представление об их восприятии текущих реформ и тем самым привлекает внимание к некоторым из наиболее актуальных проблем, стоящих перед органами, отвечающими за разработку и реализацию мер экономической политики, и бизнесом.

« A-t-on besoin d'une nouvelle éthique, d'une éthique environnementale ? » : telle est la question soulevée en 1973 par Richard Sylvan Routley dans ce texte fondateur qui marque l'entrée de la nature dans le domaine de la morale et constitue l'acte de naissance d'un nouveau champ de la philosophie pratique. À l'aide d'une expérience de pensée restée célèbre – dite du « dernier homme » –, le philosophe australien y formule une critique redoutable des théories morales anthropocentrées de l'environnement, insuffisantes pour répondre aux enjeux écologiques. Une « nouvelle éthique » est donc requise pour modifier profondément le rapport de l'homme à la nature. Il est indispensable de reconnaître l'idée d'une valeur intrinsèque de la nature, indépendante des intérêts et des besoins humains mais porteuse de la respon­sabilité morale de l'homme envers elle. The aim of the Nordic Arctic Research Programme (NARP) was to enhance Nordic competence and research co-operation in three priority areas: Natural Processes - Land, Sea and Atmosphere, Biological Diversity and Environmental Threats in the Arctic, and Living Conditions of the Inhabitants of the Arctic. In this publication, we introduce the programme and some research results as a series of short highlights provided by the project coordinators, to illustrate the diversity of the accomplishments by the Nordic Arctic scientific community. Outstanding work on a variety of Arctic issues has been done throughout the programme. The Nordic Arctic Research Programme supported especially networking and mobility between several research groups. A great number of young students have greatly benefited from their study visits in Nordic laboratories, and there is an urgent need to find funding for further collaboration. Also, co-operation with researchers from the Faroe Islands, Greenland and Iceland has increased during the programme. The programme included 63 projects focusing equally on the above-mentioned three priority areas. It has become clear during the course of the Nordic Arctic Research Programme that there is still an urgent need for multidisciplinary scientific Arctic studies in the future. Especially the trends and amplitudes of environmental change in the Arctic region are still poorly recorded, and many feedback processes of change are not fully understood. The rapidly changing socio-economic conditions in the Arctic require further scientific attention. More scientists and especially young talented people should be involved in Arctic science in the future. The programme was carried out during the period 1999-2003 and finalised in 2004. The annual budget was 6.2 million DKK, amounting to a total of 31 million. The programme hence provided a particularly good opportunity for Nordic cooperation and networking of research. Umweltsysteme wie die Atmosphäre, Flüsse, Seen und Meere machen vor nationalen Grenzen nicht halt. Das wird in Europa besonders deutlich. Daher treten eine Vielzahl grenzüberschreitender Umweltallokationsprobleme auf. Aufgrund der nationalen Souveränitätsrechte lassen sich diese Probleme nur durch eine internationale Zusammenarbeit befriedigend lösen. Das damit verbundene Verhandlungsproblem wird in dieser Abhandlung untersucht. Mit Hilfe spieltheoretischer Ansätze wird im Rahmen von 2-Länder-Modellen analysiert, wie sich alternative Ausgangs- und Randbedingungen auf institutioneller Ebene wie auch in den jeweiligen Umweltsystemen auf mögliche Verhandlungsergebnisse auswirken. Dabei stehen allokations- und verteilungstheoretische Fragestellungen im Vordergrund.
