Global energy governance is occurring in a multipolar world characterised by a growing demand for energy. The EU as well as the emerging powers of Brazil, China, India and South Africa (BICS) are competing for scarce energy resources. At the same time, the EU and BICS are engaged in bilateral energy talks. This volume explores mutual perceptions of the EU and emerging powers in terms of energy governance, the challenges involved in them cooperating over energy, and the joint governance of scarce resources. Results are gathered from elite discourse as well as media analyses, including the views from BICS, the EU and the EU's "Big 3" member states Germany, France and the UK.

This book fills an important gap in the literature on energy security in the gas sector in the European Union. Whilst the emphasis is often on energy security in the oil sector, the gas sector has grown in importance in recent decades, with increasing liberalization raising critical questions for the security of gas supplies. The share of gas in Europe's energy mix is rising and the differences between the politics and economics of gas and oil supply are becoming more pronounced. The author sheds light on the state of EU energy security in the gas sector, its interdependence with external suppliers and the current gas strategy. He examines the role of energy companies, EU member-states and EU institutions, locates the main developments in the gas sector and focuses on the principal challenges posed by such fundamental changes. The author scrutinizes the EU's relations with its main gas supplier, Russia, as well as with alternative suppliers, elaborates on the key infrastructure projects on the table and their principal ramifications, and discusses the main policies that member-states pursue to achieve energy security as well as the EU's internal contradictions. The book concludes with policy recommendations, particularly in the light of tougher environmental regulation.

For the first time, the IEA has reviewed the energy policies of the European Union which shape the energy use of almost 500 million citizens in 27 EU member countries. A unique entity governed under complex and almost constantly evolving structures, the EU constitutes a challenge for energy policy makers. Its energy policy has a global impact, not only because of its 16% share of world energy demand, but also because of the EU leadership in addressing climate change. Strong policy drives are underway in the EU to achieve the completion of the internal energy market, increase renewable energy supply, reduce CO2 emissions and make the EU more energy-efficient. Concerns about security of supply have also led to a greater focus on improved energy relations with supplier countries, and new institutional structures are being put in place. How much progress has been made in the field of security, internal market and external energy policies? And in which of these areas has the EU already implemented a fully integrated policy? IEA Energy Policies Review: The European Union - 2008 addresses these questions and also analyses the impact of the most recent major EU policy measures, in particular the Energy & Climate Package of January 2008 and the 3rd Liberalisation Package of September 2007. This book finds that both of these proposals are highly ambitious. But implementing them and reviewing both volume and allocation of energy R&D will be necessary to achieve a sustainable energy future in a fully competitive integrated EU energy market.
