Immigration is perhaps the most enduring and elemental leitmotif of America. This book is the most powerful study to date of the politics and policies it has inspired, from the founders' earliest efforts to shape American identity to today's revealing struggles over Third World immigration, noncitizen rights, and illegal aliens. Weaving a robust new theoretical approach into a sweeping history, Daniel Tichenor ties together previous studies' idiosyncratic explanations for particular, pivotal twists and turns of immigration policy. He tells the story of lively political battles between immigration defenders and doubters over time and of the transformative policy regimes they built. Tichenor takes us from vibrant nineteenth-century politics that propelled expansive European admissions and Chinese exclusion to the draconian restrictions that had taken hold by the 1920s, including racist "as that later hampered the rescue of Jews from the Holocaust. American global leadership and interest group politics in the decades after World War II, he argues, led to a surprising expansion of immigration opportunities. In the 1990s, a surge of restrictionist fervor spurred the political mobilization of recent immigrants. Richly documented, this pathbreaking work shows that a small number of interlocking temporal processes, not least changing institutional opportunities and constraints, underlie the turning tides of immigration sentiments and policy regimes. Quelles sont les raisons qui ont poussé des milliers d’Italiens et d’Italiennes à franchir la Méditerranée au XIXe siècle et à s’installer en Algérie ? Comment la ville de Bône (Annaba), à l’origine petit port du Maghreb oriental, est-elle devenue le premier lieu d’implantation italienne pendant la colonisation française ? Dans quelle mesure ces étrangers ont-ils participé à la formation d’une population française outre-Méditerranée ? Ce livre retrace les parcours des immigrants italiens qui se sont installés à Bône du milieu du XIXe siècle au début de la Seconde guerre mondiale à l’appui d’archives inédites conservées en France, en Italie et en Algérie. La contribution des Italiens au peuplement européen de l’Algérie, au développement de ses villes portuaires et des activités maritimes, est encore aujourd’hui méconnue. Le cas de Bône et de ses pêcheurs italiens est à ce titre éclairant. Il inscrit les migrations italiennes dans des pratiques de longue durée et des stratégies bien déterminées, contrastant avec l’image récurrente de migrants poussés par la faim et la misère. L’histoire des Italiens de Bône nous invite à repenser la manière dont s’est formée la population des Français d’Algérie et à reconsidérer la place occupée par les étrangers dans la société coloniale algérienne. Au cœur de ce livre, l’étude des politiques d’immigration et de naturalisation menées par la France sur les territoires de son empire colonial témoigne d’une contradiction constante entre cosmopolitisme colonial et intégration « à la française ». Cette recherche replace également Bône, et plus largement l’Algérie, au centre d’un espace méditerranéen convoité au sein duquel se tissent les relations parfois tendues entre la France et l’Italie.

The migration movements of the 20th century have led to an increased interest in similarly dramatic population changes in the preceding century. The contributors to this volume - legal scholars, sociologists, political scientist and historians - focus on migration control in the 19th century, concentrating on three areas in particular: the impact of the French Revolution on the development of modern citizenship laws and on the development of new forms of migration control in France and elsewhere; the theory and practice of migration control in various European states is examined, focusing on the control of paupers, emigrants and "ordinary" travelers as well as on the interrelationship between the different administrative levels - local, regional and national - at which migration control was exercised. Finally, on the development of migration control in two countries of immigration: the United States and France. Taken altogether, these essays demonstrate conclusively that the image of the 19th century as a liberal era during which migration was unaffected by state intervention is untenable and in serious need of revision

Entre les années cinquante et la fin des années soixante-dix, les populations juives du Maroc, de Tunisie et d'Algérie ont massivement migré vers Israël, la France ou encore le Canada. Ces migrations ont conduit les organisations juives de ces deux derniers pays à mettre en œuvre un important programme d'accueil et à repenser leur rapport au politique. Le parcours des individus témoigne du fait que la migration ne constitue pas uniquement un face-à-face entre migrants et États : entrent également en jeu des organisations locales, nationales et transnationales. Celles-ci peuvent se mobiliser pour contribuer à l'élaboration des politiques publiques, mais aussi conduire une intervention sociale auprès des nouveaux arrivants afin de répondre à l'urgence de leur prise en charge. L'analyse de l'action des services sociaux juifs à Paris et à Montréal témoigne par ailleurs des évolutions majeures que connaît le travail social au cours de cette période et permet d'éclairer les orientations dans lesquelles s'inscrivent ces politiques d'accueil.
