Les accompagnements de milieu ouvert, qu'ils soient administratifs (aide éducative à domicile AED) ou judiciaires (action éducative en milieu ouvert AEMO), visent avant tout à s'assurer du bon développement de l'enfant et à accompagner les parents, afin d'éviter autant que possible son placement.Même si, et les textes de lois le réaffirment, ce sont bien les difficultés particulières de l'enfant liées à des comportements parentaux insuffisants ou inadaptés au regard de ses besoins qui nécessitent les mesures de protection, les interventions éducatives menées au domicile sont, très majoritairement, à destination de familles dites « pauvres ». Si l'affirmation d'une corrélation entre pauvreté des parents et décision de protection de l'enfance n'est pas nouvelle, elle ne reste pas moins dérangeante et source d'interrogation : les difficultés éducatives seraient-elles favorisées par la précarité sociale des parents ? La pauvreté des parents et le regard porté sur leur mode de vie justifieraient-ils l'intervention éducative, dans l'objectif d'un contrôle social ? S'agit-il d'une question de repérage des difficultés, les services sociaux s'adressant historiquement à des publics en difficultés ?À l'initiative du CNAEMO, les auteurs s'attachent à cerner les enjeux the?oriques mais aussi politiques, philosophiques autant que cliniques et pratiques des interventions sociales et éducatives au domicile.Créé en 1981, le CNAEMO (Carrefour national de l'action éducative en milieu ouvert), composé de professionnels, personnes physiques, associations et personnes morales, est une structure de rencontre, de liaison, d'étude et de recherche ainsi qu'une instance d'interpellation et de confrontation des personnes et des institutions du champ social.
