Die Mehrsprachigkeit der Schülerinnen und Schüler organisatorisch, pädagogisch und didaktisch zu berücksichtigen, ist eine der bedeutendsten und schwierigsten Aufgaben der Schule von heute. Historisch bedingt gab und gibt es mehrere Sprachgruppen in nahezu allen europäischen Nationalstaaten. Durch die Arbeits- und Armutsmigrationen der zweiten Hälfte des 20. Jahrhunderts und durch die wachsende Mobilität der Arbeitskräfte in der globalisierten Wirtschaft von heute ist die Vielzahl und Verschiedenheit der Muttersprachen, die in den europäischen Ländern gesprochen werden, erheblich gewachsen. Diese Situation bedeutet eine große Herausforderung für die Schule, und zwar in rechtlicher, organisatorischer, pädagogischer und didaktischer Hinsicht.
