This publication provides comprehensive data on the volume, origin and types of aid and other resource flows to over 180 recipient countries, including countries in transition in eastern Europe for the period 2000-2004. The data show each country's intake of Official Development Assistance or Official Aid, as well as other official and private funds from Members of the Development Assistance Committee of the OECD, multilateral agencies and other donors. Key development indicators are given for reference.

This survey report which presents the results from the second, follow-up survey on monitoring the Paris Declaration on Aid Effectiveness, assesses progress in 55 developing countries and helps us understand the challenges in making aid more effective in advancing development. The findings are clear: progress is being made, but not fast enough. Unless they seriously gear up their efforts, developing countries and their external partners will not meet their international commitments and targets for effective aid by 2010. Action is needed now. This report makes three high-level policy recommendations that will help accelerate progress and transform the aid relationship into a full partnership.

La Déclaration de Paris de 2005 sur l’efficacité de l’aide définit les principes et les engagements que les donneurs et les pays en développement sont déterminés à suivre pour contribuer à la réalisation des Objectifs du millénaire pour le développement comme à d’autres objectifs de développement approuvés à l’échelle internationale. Ce rapport est un examen à mi-parcours des progrès accomplis dans la concrétisation de ces engagements. Il s’appuie sur de nombreuses sources, dont l’Enquête 2008 de suivi de la mise en œuvre de la Déclaration de Paris et le Rapport de synthèse de l’évaluation. La Partie I met en lumière les principaux enseignements et messages qui se dégagent des progrès réalisés à ce jour. La Partie II rend compte des engagements pris au titre des cinq Principes de partenariat se rapportant à l’appropriation, l’alignement, l’harmonisation, la gestion axée sur les résultats et la responsabilité mutuelle. Elle traite également de quatre sujets revêtant un intérêt fondamental : les perspectives au niveau sectoriel, le rôle des organisations de la société civile, les situations de fragilité et de conflit, et la nouvelle architecture de l’aide.
