En dépit de l'accroissement des connaissances scientifiques à son sujet, l'usage de cannabis suscite à l'heure actuelle de nombreux débats dans lesquels s'opposent le plus souvent des arguments d'ordre idéologique. L'utilisation des données objectives existantes est le plus souvent polémique et s'attache encore trop systématiquement à exagérer ou à banaliser les risques liés à la consommation de ce psychotrope. Il nous a semblé important de proposer un état des lieux dépassionné des éléments faisant l'objet d'un consensus, tant du point de vue épidémiologique que neurobiologique, clinique, psychologique et somatique. Le but de cet ouvrage est d'apporter des réponses (ou des éléments de réponse) aux questions que peuvent se poser tous les types de public concernés par la « problématique cannabis », qu'il s'agisse des consommateurs eux-mêmes ou de leurs proches, des intervenants de terrain, des médecins, des psychologues, des scientifiques, des hommes de loi ou des décideurs politiques. Les données présentées se veulent accessibles à des lecteurs de formations variées, sans toutefois tomber dans une vulgarisation extrême. Différents aspects de la consommation de cannabis seront donc envisagés dans le but de répondre aux questions suivantes : Qu'est-ce que le cannabis ? Quelles sont ses propriétés ? Comment agit-il sur l'organisme ? Quelle est l'étendue de son usage? Quels sont les problèmes rencontrés lors de son usage, pour l'usager lui-même mais aussi pour labsociété? Quelles sont les modalités de prise en charge ? Quel est l'état de la législation belge à ce sujet ? This publication presents the findings of the formal risk assessment on BZP, produced in 2007 by the Scientific Committee of the EMCDDA, with participation of additional experts from the European Commission, Europol and the EMEA. The risk assessment report examines the health and social risks of the drug, as well as information on international trafficking and the involvement of organized crime. Furthermore, the report considers the potential implications for placing the drug under control in the EU. On the basis of this report, as well as the initiative of the European Commission, the Council decided that BZP is to be subject to control measures
