Abstract

These eclectic memoirs by seventeen former Canadian ambassadors explore the challenges, both novel and routine, confronting diplomats abroad. They eschew the "great moments" in history in favour of real-life problems: designing a new embassy building, furthering aid, trade and immigration, the closing of missions, coping with war in the host country, or dealing alternately with headquarters in Ottawa and mercurial heads of government. Postings range from India, Pakistan, Bangladesh and Indochina, the UN and NATO, the Middle East and Iraq, China and Japan, Africa and the Caribbean, to Western Europe, Hungary and the former USSR. These essays lend credence and force to the view that embassies often need, or choose, to take important initiatives and that instructions from Ottawa are often adapted or reinterpreted to deal with rapidly evolving local situations. "Special Trust and Confidence" will appeal to government officials of every stripe, to students and teachers of international relations, indeed, to any reader of "worldly" bent.

Abstract

MacLaren, a former diplomat posted to London, offers an insider's perspective on immigration, Canada's trade and finance, the coronation of George VI, the Paris Peace Conference of 1919, and NATO. For many years the position of high commissioner was so important that the incumbent had to be a minister in the Canadian government. MacLaren argues that, despite today's shift in Anglo-Canadian relations, a political appointee can be more effective in the role.

Abstract

The first Canadian diplomat to be posted to war-torn Sudan, Nicholas Coghlan was a natural choice to lead Canada’s representation in the new Republic of South Sudan soon after the country was founded in 2011. In late 2013, Coghlan and his wife Jenny were in the capital, Juba, when it erupted in gunfire and civil war pitted one half of the army against the other, Vice-President Machar against President Kiir, and the Nuer tribe against the Dinka. This action-focused narrative, grounded by accounts of meetings with key leaders and travels throughout the dangerous, impoverished hinterland of South Sudan, explains what happened in December 2013 and why. In harrowing terms, Collapse of a Country describes the ebb and flow of the war and the humanitarian tragedy that followed, the Coghlans’ scramble to evacuate South-Sudanese Canadians from Juba, and the well-meant but often ill-conceived attempts of the international community to mitigate the misery and bring peace back to a land that has rarely known it. Coghlan’s stark narrative serves as a lesson to politicians, diplomats, aid workers, and practitioners on the breakdown of governance and relationships between ethnic groups, and the often decisive role of international development representatives.
