This Open Access volume provides an in-depth exploration of global policy and governance issues related to digital platform regulation. With an international ensemble of contributors, the volume has at its heard the question: what would actually be involved in digital platform regulation?’. Once a specialised and niche field within internet and digital media studies, internet governance has in recent years moved to the forefront of policy debate. In the wake of scandals such as Cambridge Analytica and the global ‘techlash’ against digital monopolies, platform studies are undergoing a critical turn, but there is a greater need to connect such analysis to questions of public policy. Djibouti is very well placed, as a landing site of undersea fiber optic cables, to benefit from the digital economy. However, the prevalence of a single national telecom operator in the country has stifled service delivery and innovation in the telecom sector. Mobile broadband coverage and access to internet in Djibouti in 2018 remains below that of many Sub-Saharan African countries. This paper simulates the impact of the introduction of competition on the telecom sector's prices and its implications for households' welfare. The analysis finds important gains in welfare among current users of telecom services, with the largest gains going to the richest households. On the extensive margin, the analysis also finds a higher likelihood of take up of telecom services across the consumption distribution but skewed toward the rich. More work is needed to understand the implications of changes in the telecom sector, especially as greater access may lead to more unequal access, at least in the short term.

Alors que la notion d’établissement stable était construite pour une économie traditionnelle, ses fondements ont été rudement mis à l’épreuve par l’économie digitale si bien qu’il a fallu l’adapter à la circonstance. Chemin faisant, cette conception s’est fort différenciée dans son contenu en droit fiscal communautaire Tva et en droit fiscal international. Mais voici que depuis l’avènement du projet BEPS/G20, on assiste à un revirement dans le sens d’un rapprochement entre celles-ci à plus d’un titre. En plus de fournir une conception quasi-identique de l’établissement stable personnel, ces notions s’adaptent mieux aux réalités organisationnelles et modèles d’affaires des entreprises du digital. Toutefois, les principes mis en cause par ces notions ne permettent pas de correctement appréhender l’incorporalité échanges ou la dématérialisation de ceux-ci, tant et si bien que la nécessité de la virtualisation de ces notions à moyen terme se pose avec acuité, ou alors l’application d’une assiette commune consolidée à l’impôt des sociétés (ACCIS) pour ce qui est de l’établissement stable direct.

This paper analyses misinformation online and provides insights into the factors that are most likely to influence false information on digital platforms. Factors such algorithms, advertising income, information overload as well as echo chambers are discussed. The drastic evolution from the information age to the disinformation age raises therefore the question for a future regulation. The research of this paper is based on a content analysis of misinformation in the digital world as well as on the business model of digital platforms. In the past, platforms have proposed to regulate themselves to combat misinformation online. But now, the European Commission released a proposal for an international regulation of digital platforms in order to create a more safer environment for users and businesses. This paper provides insight in the fixed objectives of a future regulation as well as in the current discussions between governments and platforms for a regulation on an European level.
