Does Debt Relief Improve Child Health? Evidence from Cross-Country Micro Data

Abstract

This paper analyzes the effects of a multilateral debt relief program on child health. The International Monetary Fund and the World Bank launched the Heavily Indebted Poor Countries Initiative in the late 1990s to reduce the debt burdens of poor countries, and explicitly linked the initiative to the aim of poverty reduction and social targets. As a result, debt-servicing costs have gone down by an average 1.8 percentage points of gross domestic product in Heavily Indebted Poor Countries. However, the social effects of debt relief are not well known. The paper employs micro data on infant mortality from 56 country-specific Demographic and Health Surveys to investigate the effects of the Heavily Indebted Poor Countries Initiative on child health. The retrospective fertility structure of the data allows for analysis using the within-mother variation in the probability of survival of babies before and after different stages of the initiative. The results suggest that after a debt-ridden country enters the program, which is conditional on reform and pro-development policies, and receives interim debt relief, the probability of infant mortality goes down by about 0.5 percentage point. This translates into about 3,000 fewer infant deaths in an average Heavily Indebted Poor Country. The findings are particularly strong for infants born to poor mothers and mothers living in rural areas, and are driven by access to vaccines early in life and during pregnancy. There are no child health effects from graduating from the program and receiving full debt relief.

Abstract

Reducing poverty and increasing wellbeing in developing countries have become central aims of both the national policy-makers as well as the international community. With the Millennium Development Declaration of 2000, the international community has agreed to focus on poverty reduction and the reduction of deprivation in its many dimensions. This book investigates conceptual and empirical issues on the measurement of trends in wellbeing, poverty, and inequality, illustrated for Bolivia and Colombia. The book contributes significantly to filling data gaps by combining existing data in a new way. Furthermore, it presents an important step forward to focus more on multidimensional outcomes of wellbeing rather than on monetary inputs and to develop tools to monitor the progress in achieving the Millennium Development Goals (MDGs).

Abstract

The United Nations Demographic Yearbook collects, compiles and disseminates official statistics on a wide range of topics. Data have been collected from national statistical authorities since 1948 through a set of questionnaires dispatched annually by the United Nations Statistics Division to over 230 national statistical offices. The Demographic Yearbook disseminates statistics on population size and composition, births, deaths, marriage and divorce on an annual basis. Demographic Yearbook special topics issues cover a wide range of additional topics including economic activity, educational attainment, household characteristics, housing, ethnicity and language, among others.

Abstract

Population studies reports significant advances in methods of demographic analysis, conceptual and mathematical theories of demographic dynamics and behaviour, and the use of these theories and methods to extend scientific knowledge and to inform policy and practice. The journal's coverage of this field is comprehensive : applications in developed and developing countries; historical and contemporary studies; quantitative and qualitative studies; analytical essays and reviews. The subjects of papers range from classical concerns, such as the determinants and consequences of population change, to such topics as family demography and evolutionary and genetic influences on demographic behaviour.
