Abstract

This open access book contributes new theoretical and comparative insights on migrant agency, undocumentedness and informality in non-Western, non-democratic migration regimes. The book is conceived as a critical reflection on the contemporary migration regime scholarship, and, more generally, on comparative migration studies, which primarily focus on migrants’ experiences and immigration policies in the context of liberal democracies in North America and Western Europe. Addressing this gap is particularly important when considering the fact that many new migration hubs are nondemocratic, which in turn requires us to revise or produce new frameworks of analysis beyond existing and dominant Western-centric migration regime typologies. This book takes up the case study of Central Asian migrants in Russia and Turkey—two archetypal non-Western, nondemocratic regimes and key migration hotspots worldwide—and investigates how migration governance outcomes are shaped by the informal power geometries and extralegal processes in physical and digital landscapes in which migrant workers, employers, middlemen, landlords, street world actors and street-level bureaucrats negotiate the contemporary migration system. This lively ethnography presents new empirical material, a comparative perspective and methodological tools for studying migrants’ experiences and migration governance processes in non-Western migration regimes.

Abstract

This paper argues that legislative malapportionment, denoting a discrepancy between the share of legislative seats and the share of population held by electoral districts, serves as a tool for pre-democratic elites to preserve their political power and economic interests after a transition to democracy. The authors claim that legislative malapportionment enhances the pre-democratic elite's political influence by over-representing areas that are more likely to vote for parties aligned with the elite. This biased political representation survives in equilibrium as long as it helps democratic consolidation. Using data from Latin America, the authors document empirically that malapportionment increases the probability of transitioning to a democracy. Moreover, the data show that over-represented electoral districts are more likely to vote for parties close to pre-democracy ruling groups. The analysis also finds that overrepresented areas have lower levels of political competition and receive more transfers per capita from the central government, both of which favor the persistence of power of pre-democracy elites.

Abstract

Much of the research on ethnicity, development and conflict implicitly assumes that ethnic groups act collectively in pursuit of their interests. Collective political action is typically facilitated by political parties able to make credible commitments to pursue group interests. Other work, however, emphasizes the lack of political credibility as a source of adverse development outcomes. Evidence presented here uses partisan preferences across 16 Sub-Saharan African countries to distinguish these positions. The evidence is inconsistent with the credibility of party commitments to pursue collective ethnic interests: ethnic clustering of political support is less widespread than expected; members of clustered ethnic groups exhibit high rates of partisan disinterest and are only slightly more likely to express a partisan preference; and partisan preferences are more affected by factors, such as gift-giving, often associated with low political credibility. These findings emphasize the importance of looking beyond ethnicity in analyses of economic development.

Abstract

During the Jim Crow era, the Democratic Party dominated the American South, presiding over a racially segregated society while also playing an outsized role in national politics. In this compelling book, Devin Caughey provides an entirely new understanding of electoral competition and national representation in this exclusionary one-party enclave. Challenging the notion that the Democratic Party's political monopoly inhibited competition and served only the Southern elite, he demonstrates how Democratic primaries-even as they excluded African Americans-provided forums for ordinary whites to press their interests.Focusing on politics during and after the New Deal, Caughey shows that congressional primary elections effectively substituted for partisan competition, in part because the spillover from national party conflict helped compensate for the informational deficits of elections without party labels. Caughey draws on a broad range of historical and quantitative evidence, including archival materials, primary election returns, congressional voting records, and hundreds of early public opinion polls that illuminate ideological patterns in the Southern public. Defying the received wisdom, this evidence reveals that members of Congress from the one-party South were no less responsive to their electorates than members from states with true partisan competition.Reinterpreting a critical period in American history, The Unsolid South reshapes our understanding of the role of parties in democratic theory and sheds critical new light on electoral politics in authoritarian regimes.

Abstract

The Soldier and the Changing State is the first book to systematically explore, on a global scale, civil-military relations in democratizing and changing states. Looking at how armies supportive of democracy are built, Zoltan Barany argues that the military is the most important institution that states maintain, for without military elites who support democratic governance, democracy cannot be consolidated. Barany also demonstrates that building democratic armies is the quintessential task of newly democratizing regimes. But how do democratic armies come about? What conditions encourage or impede democratic civil-military relations? And how can the state ensure the allegiance of its soldiers? Barany examines the experiences of developing countries and the armed forces in the context of major political change in six specific settings: in the wake of war and civil war, after military and communist regimes, and following colonialism and unification/apartheid. He evaluates the army-building and democratization experiences of twenty-seven countries and explains which predemocratic settings are most conducive to creating a military that will support democracy. Highlighting important factors and suggesting which reforms can be expected to work and fail in different environments, he offers practical policy recommendations to state-builders and democratizers.
