Do Highly Indebted Poor Countries (HIPCs) suffer from a debt overhang? Is debt relief going to improve their growth rates? To answer these important questions, we look at how the debt-growth relationship varies with indebtedness levels and other country characteristics in a panel of developing countries. Our findings suggest that there is a negative marginal relationship between debt and growth at intermediate levels of debt, but not at very low debt levels, below the “debt overhang” threshold, or at very high levels, above the “debt irrelevance” threshold. Countries with good policies and institutions face overhang when debt rises above 15-30 percent of GDP, but the marginal effect of debt on growth becomes irrelevant above 70-80 percent. In countries with bad policies and institutions, overhang and irrelevance thresholds seem to be lower, but we cannot rule out the possibility that debt does not matter at all.

Ce livre a pour objet d'offrir un aperçu des thèmes étudiés par le CADTM dans sa recherche de solutions à mettre en œuvre en vue de l'annulation de la dette du Tiers Monde et de la transformation du système économique et financier international, avec le droit international comme outil d'analyse... et de combat. Une sorte de tour d'horizon permettant de mesurer l'étendue du champ de réflexion et d'action qui s'ouvre à toutes celles et tous ceux qui veulent œuvrer à la transformation du monde. Point n'est besoin d'être juriste, ni porteur de diplômes spécialisés pour se saisir des questions soulevées ici par des femmes et des hommes du Sud et du Nord: il s'agit simplement de se réapproprier le droit comme instrument de lutte pour la justice sociale. De la même manière que l'on prétend que l'économie est affaire de spécialistes, on voudrait laisser le droit entre les mains des savants. On voudrait nous faire croire qu'il n'est pas à notre portée. C'est faux. Nous espérons que ce livre contribuera à en faire la démonstration, et qu'il donnera à la lectrice, au lecteur, le goût d'en apprendre et d'en faire davantage

This paper evaluates whether debt relief and grants can boost social expenditures in lowincome countries. It finds that declines in debt-service help raise social expenditures, but no relationship between grants and social expenditures. Moreover, since the mid-1980s, lowincome countries have managed to fully insulate social expenditures from the effects of budgetary tightening. The magnitude of the impact of these effects on social expenditures, however, is dwarfed by the resources needed to enable these countries to reach the Millennium Development Goals.
