Abstract

This paper describes work in progress on data quality, an important element of greater transparency in economic policy and financial stability. Data quality is being dealt with systematically by the IMF through the development of data quality assessment frameworks complementing the IMF’s Special Data Dissemination Standard (SDDS) and General Data Dissemination System (GDDS). The aim is to improve the quality of data provided by countries to the IMF; and to assess evenhandedly the quality of countries’ data in Reports on the Observance of Standards and Codes. The frameworks bring together best practices including those of the United Nations Fundamental Principles of Official Statistics.

Abstract

This paper suggests a way forward in the effort to measure statistical capacity building by combining features of two tools – the Project Management System, a logical framework methodology that the IMF Statistics Department uses to plan, monitor, and evaluate technical assistance projects, and the Data Quality Assessment Framework, a methodology for assessing data quality that brings together best practices and internationally accepted concepts and definitions in statistics.

Abstract

This paper analyzes the effectiveness of technical assistance provided by AFRITAC West (AFW) in the area of national accounts using the Fund's Technical Assistance Information Management System (TAIMS). The challenge has been to report on "ultimate outcomes" (i.e., the production and dissemination of national accounts statistics along best international practices) rather than on "inputs" (i.e., the number of national accounts missions fielded by AFW), as it has been the case to date. The paper concludes that the "ultimate outcome" of producing and disseminating robust national accounts is work in progress, with AFW's technical assistance efforts mainly focusing on source data assessments and methodological issues underpinning the compilation of national accounts. The pending challenge is to further support a more timely production and dissemination of national accounts data, as recommended in the Data ROSCs and by the IMF mission teams to AFW member countries.

Abstract

This paper proposes a set of good practices for the revision of macroeconomic data. The authors argue that revisions are a routine part of disseminating quality data. Revisions are made not just to correct errors but also to incorporate better source data, update base periods, and make other improvements. It is argued, using country examples and views from policymakers and other users, that national statistical agencies should have explicit revisions policies.

Abstract

This report on the Observance of Standards and Codes (ROSC) data module provides an assessment of Namibia’s monetary statistics against the recommendations of the General Data Dissemination System complemented by an assessment of data quality based on the IMF’s Data Quality Assessment Framework. Based on the review of Namibia’s statistical practices, the mission provided a set of recommendations designed to increase further Namibia’s adherence to internationally accepted statistical practices. These recommendations, in the mission’s view, would also enhance the analytical usefulness of Namibia’s monetary statistics.

Abstract

The paper reviews the developments in the last 12 years that have influenced the evolution of the IMF's General Data Dissemination System, leading to reforms to enhance its role. The GDDS itself is part of a broader IMF Data Standards Initiative launched in 1996 to help address macroeconomic data deficiencies, which contributed to the emerging economies' financial crisis during the early 1990s. The review takes stock of the experience with statistical technical assistance provided to member countries and the ongoing reforms, within and outside the IMF, to strengthen the GDDS. Such reforms are particularly relevant in the context of the ongoing economic and financial crisis, which once again underscores the role of statistics in guiding policymakers to strengthen defenses against future crises.

Abstract

Both national accounts and balance of payments are based on multiple, complex source data and typically undergo several routine revisions as more and better source data are incorporated into the final estimates. As a result, neither dataset can be subjected directly to the usual statistical measures of sampling biases, variances, and other measurement error properties. In this context, this note, which is addressed to those interested in these datasets and others, explores four approaches that shed light on the accuracy and reliability of these datasets: examination of statistical discrepancies, comparison with other data, analysis of revisions, and judgmental evaluation.

Abstract

The paper outlines a general framework for statistical legislation. The implications of statistical legislation for the whole statistical system, as well as for centralized versus decentralized statistical systems, are addressed. The general framework is spelled out by identifying "essential" components of statistical legislation. The paper illustrates how these components can be applied to different country situations, and it draws attention to a number of additional topics for discussion and areas for future study in statistical legislation. It also brings together summary descriptions of the statistical legislation of a large number of countries that underlie the derivation of the essential components. It thus provides a reference for countries considering new or revised statistical legislation.

Abstract

This Data Module of the Report on the Observance of Standards and Codes (ROSC) provides an assessment of Azerbaijan’s macroeconomic statistics against the Special Data Dissemination Standard (SDDS) complemented by an assessment of data quality based on the IMF’s Data Quality Assessment Framework (DQAF), July 2003. The assessment reveals that Azerbaijan’s Consumer Price Index (CPI) meets Special Data Dissemination Standard (SDDS) specifications for coverage, periodicity, and timeliness. The CPI has good data sources for both weights and prices, based on well-designed household and retail establishment surveys.
