Abstract

This paper summarizes the results from public goods experiments investigating the effect of nonbinding agreements on cooperation. Unlike previous studies, this experimental study was conducted among members of forest user groups in Ethiopia and Nepal with long histories of social interdependence. These countries are also characterized by a high degree of collectivism. Overall, the results show a weak effect of nonbinding agreements on cooperation in the two locations. The main reason for this is that the cooperation level is relatively high even without an agreement and only a small proportion of subjects change their behavior when the agreement option is introduced. Nonetheless, the research indicates that the willingness to enter an agreement varies between subjects and strongly correlates with their cooperativeness.

Abstract

Several studies have used satellite measures of human activity to complement measures of economic production. This paper builds on those studies by considering satellite measures for improving poverty measures. The paper uses local-scale census and survey data from Guatemala to test at how fine a scale satellite measures are useful. Results show that supplementing survey data with satellite data leads to improvements in the estimates.

Abstract

This paper investigates whether social structure helps or hinders factor allocation using unusually rich data from The Gambia. Evidence indicates that land available for cultivation is allocated unequally across households; and that factor transfers are more common between neighbors, co-ethnics, and kinship related households. Does this lead to the conclusion that land inequality is due to flows of land between households being impeded by social divisions? To answer this question, a novel methodology that approaches exhaustive data on dyadic flows from an aggregate point of view is introduced. Land transfers lead to a more equal distribution of land and to more comparable factor ratios across households in general. But equalizing transfers of land are not more likely within ethnic or kinship groups. In conclusion, ethnic and kinship divisions do not hinder land and labor transfers in a way that contributes to aggregate factor inequality. Labor transfers do not equilibrate factor ratios across households. But it cannot be ruled out that they serve a beneficial role, e.g., to deal with unanticipated health shocks.

Abstract

Although low tax morale hits developing countries hardest, little is known about its determinants in those countries. This paper examines the impact of trust in public institutions and the neighborhood on individual tax morale in four African countries: Algeria, Ghana, Morocco, and Nigeria. First, the paper provides theoretical foundations of such a relationship. Further, the paper uses the World Value Survey to estimate the effects of trust in public institutions and the neighborhood on individual tax morale. The identification strategy employs the instrumental variables method and relies on historical data on the slave trade and the literature on the cultural heritage of trust. The paper finds that trust in public institutions and the neighborhood are largely associated with tax morale in the African countries under consideration. The findings are robust to an alternative identification strategy, additional controls, and a falsification test.

Abstract

Conflict-induced displacement is associated with loss of human and physical capital and psychological trauma. Households and social structures that produce and reproduce gender norms are disrupted, providing opportunities for change. This paper operationalizes a definition of gender norms that brings together the behaviors and attitudes of displaced and non-displaced women using household survey data for Colombia. The results of a two-step estimation involving kernel-based propensity score matching and multilevel linear regression models show that gender norms condoning violence against women relax with displacement, while those that limit women's economic opportunities become more rigid. The findings also reveal a misalignment between attitudes and behaviors in other domains. Displaced women have less rigid patriarchal attitudes, but their ability to decide about contraception and their own earnings decreases following displacement.

Abstract

Economists have either avoided or struggled with the concept of culture and its role in economic development. Although a few theoretical works-and even fewer empirical studies-have appeared in the past decades, this paper tries to build on a multidisciplinary approach to review the evidence on whether and how culture matters for development. First, the paper reviews available definitions of culture and illustrates ways in which culture can change and create favorable conditions for economic development. Second, the paper discusses the challenges of separating the effect of culture from other drivers of human behavior such as incentives, the availability of information, or climate. Finally, the paper argues that globalization has led to the emergence of a set of progressive values that are common cultural traits of all developed economies.

Abstract

Infant mortality among Hindus is higher than among Muslims in India, and religious differences in sanitation practices have been cited as a contributing factor. To explore whether religion itself is associated with differences in sanitation practices, this study compares sanitation practices of Hindus and Muslims living in the same locations using three nationally-representative data sets from India. Across all three data sets, the unconditional religion-specific gap in latrine ownership and latrine use declines by approximately two-thirds when conditioning on location characteristics or including location fixed effects. Further, the estimates do not show evidence of religion-specific differences in other sanitation practices, such as handwashing or observed fecal material near homes. Household sanitation practices vary substantially across areas of India, but religion itself has less direct influence when considering differences between Hindus and Muslims within the same location.

Abstract

Languages use different systems for classifying nouns. Gender languages assign many-sometimes all-nouns to distinct sex-based categories, masculine and feminine. Drawing on a broad range of historical and linguistic sources, this paper constructs a measure of the proportion of each country's population whose native language is a gender language. At the cross-country level, this paper documents a robust negative relationship between the prevalence of gender languages and women's labor force participation. It also shows that traditional views of gender roles are more common in countries with more native speakers of gender languages. In African countries where indigenous languages vary in terms of their gender structure, educational attainment and female labor force participation are lower among those whose native languages are gender languages. Cross-country and individual-level differences in labor force participation are large in both absolute and relative terms (when women are compared to men), suggesting that the observed patterns are not driven by development or some unobserved aspect of culture that affects men and women equally. Following the procedures proposed by Altonji, Elder, and Taber (2005) and Oster (2017), this paper shows that the observed correlations are unlikely to be driven by unobservables. Using a permutation test based on the structure of the language tree and the distribution of languages across countries, this paper demonstrates that the results are not driven by spurious correlations within language families. Gender languages appear to reduce women's labor force participation and perpetuate support for unequal treatment of women.

Abstract

This paper employs the synthetic control method to examine the impact of using a non-native language as the medium of instruction in schools on a student's learning. Exploiting an unanticipated policy change in Malaysia and using data from the Trends in International Mathematics and Science Studies, the results show that changing the medium of instruction negatively influenced eighth graders' achievement in mathematics and science. The differential performance, by year and gender, suggests that using a non-native language throughout a student's schooling may have greater negative impact on the student's learning than switching the language of instruction in the middle of the student's schooling does. This paper sheds light on the various manners in which a language policy can adversely affect a student's learning outcomes. It also highlights how the transition in switching the language of instruction in schools can be implemented more effectively to mitigate its adverse effects.
