Abstract

The report examines recent trends in Croatia's in trade, productivity, innovation performance and policy governance framework, to help identify priorities for the development of the country's Smart Specialization Strategy, which is an ex-ante conditionality for access to the EU's Structural and Investment Funds over the 2014-20 programming period.

Abstract

The first analysis focuses on external stability, an important issue in view of Croatia’s external imbalances and the requirements of the IMF’s 2007 Decision on Bilateral Surveillance. The paper shows that the real exchange rate is broadly in line with economic fundamentals and that external debt dynamics are sustainable as long as macroeconomic policies remain strong. The second analysis finds significant inefficiencies in Croatia’s social spending. It also discusses several reform measures to reduce inefficiencies in public spending and generate budgetary savings to reduce the general government deficit.

Abstract

Croatia's economic growth accelerated, but external imbalances continued to increase. Executive Directors commended the strong performance accompanied by commendable prudent policies and continued strengthening of financial supervision. They emphasized the need for continued policy efforts to mitigate imbalances and sustain high growth. They stressed the need to continue fiscal adjustment so as to manage domestic demand, address macroeconomic imbalances, and accelerate structural reforms. Directors welcomed the authorities’ intention to continue to reduce general government deficit and also pointed the importance of ensuring the sustainability of the pension system.
