Depuis le Conseil européen de Cologne en juin 1999, l’Union met en œuvre une Politique européenne de Sécurité et de Défense (PESD) sous l’égide de Javier Solana, Haut Représentant pour la PESC et futur Ministre des Affaires étrangères de l’Union. De quoi s’agit-il ? Quelles sont les ambitions de l’Union en matière de défense et de sécurité? Qu’a-t-elle accompli en cinq ans ? Quelles sont les différences de sensibilité entre les 25 États membres sur l’avenir de la défense européenne ? Quelles relations entretenir avec l’OTAN et les États-Unis ? Qu’apporte le Traité constitutionnel pour l’évolution du rôle international de l’Union ? Ces questions forment la trame de cet ouvrage collectif de l’Institut d’Études de Sécurité de l’UE. Le lecteur y trouvera un bilan critique le plus exhaustif possible des acquis et réalisations de l’Union au cours de ces cinq premières années de PESD (1999-2004). Abstract

The operational progress in civilian crisis management made by the EU since 1999 has been impressive and has helped to enhance the EU's reputation as a credible security provider. However, the realisation of EU political objectives related to the strengthening of international security does not depend merely on the improvement of the EU's operational capabilities. Taking into account the EU's genuine ambition to project stability and lasting peace abroad, more attention needs to be given to its ability to use a variety of instruments in a coherent and focused manner. This capacity is particularly important in the civilian aspects of crisis management since both Community and Intergovernmental instruments can be deployed to tackle a crisis. In this context, this Chaillot Paper examines the EU's approach to civilian crisis management and its functional consistency as one of the elements of the EU's external action. It illustrates the considerable achievements in terms of civilian capabilities, decision-making procedures and missions on the ground, and also points to current shortcomings and to work in progress to address them. The coherence of the EU approach is analysed both at the institutional level (intra-pillar and inter-pillar) and at the operational level. In addition, the question of civil-military co-ordination is addressed as an important element in the consolidation of an integrated approach to EU crisis management.

Abstract

"This book explores the drivers of the EU's recent forays into peace- and state-building operations. Since the Union's European (now Common) Security and Defence Policy (ESDP/CSDP) became operational in 2003, the EU has conducted more than 20 civilian and military operations that broadly served to either deter aggression in host countries, and/or to build or strengthen the rule of law. This sudden burst of EU activity in the realm of external security is interesting from both a scholarly and a policy perspective. On one hand, institutionalised cooperation in the field of foreign, security and defence policy challenges the mainstream in IR theory which holds that in such sovereignty-sensitive areas cooperation would necessarily be limited. On the other hand, the sheer quantity of operations suggests that the ESDP may represent a potentially significant feature of global governance. In order to understand the drivers behind CSDP, EU Foreign Policy and Crisis Management Operations analyses the policy output in this area, including the operations conducted in the CSDP framework. Up until now, many studies inferred the logic behind CSDP from express intentions, institutional developments and (the potential of) pooled capabilities.
