In an era of globalization, internationalization of higher education (IHE) has been constructed as an almost inevitable trend and has become a common pursuit of many nations in their higher education (HE) policies. This book focuses on two nations, China and Australia, in terms of this trend. The broadest aim of this book was to find out the interactive relationships between global and national pressures in policy development by comparing the international HE policies in China and Australia. The three categories, overarching meta-policies at the macrolevel (nation), institution focused policies at the mesolevel (universities), and people focused policies at the microlevel (individuals) are documented and analyzed. Similarities and differences are identified. Similarities include promoting and deepening IHE as one important agenda in national policies at the macrolevel in the two nations, promoting transnational cooperation in the provision of HE at the mesolevel, as well as increasing international student numbers and encouraging an outflow of student learning and exchanges at the microlevel. Differences include China's soft power initiatives and Australia's appeal for the sustainability of international HE as a national priority in the area of IHE at the macrolevel; the focus on "World Class Universities" construction in China and strengthening the overall HE system in Australia; and different issues in relation to people mobility and brain circulation-specifically, encouraging more outflow of students and attracting more inflow of talents and international students in China, and over-reliance on international students financially in Australia. It is suggested that different responses to the global trends reflect the specificities of each nation and the ways path-dependent factors mediate global pressures. This comparison will facilitate a better understanding of how globalization has affected and been responded to in IHE policies and enable a better understanding of their path-dependent mediation through a focus on two specific sets of national policies.

This is an open access book. This proceeding consists of research presented in ICOSI UMY, on 20-21 July 2022 at Universitas Muhammadiyah Yogyakarta. The conference covers the topic of governance, international relations, law, education, humanities, and social sciences. The COVID-19 pandemic first time that occurred in 2019, has brought many changes that constrain all countries to adapt quickly. The crisis has shown vulnerabilities and gaps in several primary systems, including healthcare, social protection, education, value chains, production networks, financial markets, and the ecosystem. One of the efforts that each country can take to rise from the COVID-19 pandemic is through strengthening multilateralism, international solidarity, and global partnerships. Hence, this conference raises the central theme "Strengthening Global Partnership for Resilience." This theme covers sub-themes that allow prospective scholars to submit their papers for 'Virtual Conferences' presentation under the following scopes: Social Sciences, Humanities, Educations, and Religious Studies. Presented papers will also get a chance to be published in our remarkable partner publishers. Through the International Symposium on Social, Humanities, Education, and Religious Studies (ISSHERS) and Asian Conference on Comparative Laws (Asian-COL), we hope that participants will express their innovative and creative ideas to provide benefits and contribute knowledge to strengthen global partnerships among countries. Finally, all 75 papers published in this proceedings are expected not only as research output but can be developed further into prototypes or evidence for policy making.

This book examines the educational role of three international organizations created as part of the post-World War II multilateral architecture: the United Nations Educational, Scientific and Cultural Organization (UNESCO), the World Bank, and the Organisation for Economic Co-operation and Development (OECD). These organizations have significantly promoted and shaped education as a fundamental feature of the modernization of society and contributed to the globalization of educational norms, policies and technologies. Drawing on primary source materials and interviews, the book provides novel perspectives to the literature on the global governance of education by focusing on the historical entanglements, relations and power struggles between these three organizations, rather than treating them separately. The study sheds light on the homogenizing effects of globalized educational policy-making and the shifting power dynamics in the global governance of education. ‘This book makes a very distinctive and important contribution to the literature that critically analyses the influence of the global agencies on education globally; it goes beyond the standard discursive analyses of policy texts to also explore the history of those organisations through archival research and in-depth interviews of the key personnel.
