Abstract

The title of this unique insider's look at a crucial decade of Sino-American interchange derives from a Chinese expression that describes a relationship of two people whose lives are intimately intertwined but who do not fundamentally communicate with each other. David M. Lampton, former president of the National Committee on U.S.-China Relations, demonstrates that while the United States and China have enormous interests at stake in their bilateral relationship, neither has been particularly deft in dealing with the other. His fascinating account shows how the processes of globalization, along with the development of international regimes and multilateral organizations, have brought America and China increasingly close in the global bed. At the same time, their respective national institutions, interests, popular perceptions, and the very characters of their two peoples, assure that the nations continue to have substantially different dreams. Lampton explores the reasons why the Sino-American relationship is so difficult for both nations to manage and suggests ways it can be more effectively conducted in the future. His unique experience in China-nearly thirty years as a scholar, as the head of a policy-oriented exchange organization, and as director of Washington think-tank research programs-enabled him to spend extended periods with Chinese leaders and see them as they encountered America, as well as to observe U.S. leaders as they tried to come to grips with Chinese circumstances. Abstract

As the Clinton administration considers major overhauls in health insurance, welfare, and labor market regulation, it is important for economists and policymakers to understand the impact of social and welfare programs on employment rates. This volume explores how programs such as social security, income transfers, and child care in Western Europe, the United States, and Japan have affected labor market flexibility-the ability of workers to adjust to fast-growing segments of the economy. Does tying health insurance to employment limit job mobility? Do housing policies inhibit workers from moving to new jobs in different areas? What are the effects of daycare and maternity leave policies on working mothers? The authors explore these and many other questions in an effort to understand why European unemployment rates are so high compared with the U.S. rate. Through an examination of diverse data sets across different countries, the authors find that social protection programs do not strongly affect labor market flexibility. A valuable comparison of labor markets and welfare programs, this book demonstrates how social protection policies have affected employment rates around the globe.

Abstract

Etel Solingen provides a comprehensive explanation of foreign policy based on how states throughout the world have confronted the rapid emergence of a global economy and international institutions. A major advance in international relations theory, Regional Orders at Century's Dawn skillfully uses a key issue--internationalization--to clarify other recent debates, from the notion of a democratic peace to the relevance of security dilemmas, nationalism, and the impact of international institutions. The author discusses in rich detail the Middle East, Latin America's Southern Cone, and the Korean peninsula, and builds on examples drawn from almost every other region of the world.As Solingen demonstrates, economic liberalization--with its dramatic political and economic consequences--invariably attracts supporters and detractors, who join in coalitions to advance their agendas. Each coalition's agenda, or "grand strategy," has consequences at all levels: domestic, regional, and international. At home, coalitions struggle to define the internal allocation and management of resources, and to undermine their rivals. Throughout their regional neighborhoods, coalitions opposing internationalization often compete for dominance, sometimes militarily. Coalitions favoring internationalization, instead, often cooperate. At the global level, each coalition finds support for its "grand strategies" from different international institutions and from competing global economic trends. Solingen's concept of "grand strategy" proposes more than a theory of foreign policy and explains the role of nationalism and ethno-religious revivalism in the politics of liberalization.
