This book explores the processes through which particular places take shape in the imaginaries, perceptions and narratives of people who do not inhabit them, or who have inhabited them only recently. The ways in which we imagine the elsewhere are the product of stories collectively constructed and reproduced by a multiplicity of actors and through a variety of communicative tools and practices. These narratives shape our perceptions of others, the way we relate to them, and the politics that regulate cohabitation on Earth. In this book, the elsewhere becomes a device for exploring some of the ways in which human beings interact with each other, establish distinctions and alliances, trace borders, and enact change in the epoch of the Anthropocene. Through four phenomenologies of the elsewhere (Europe, Africa, the transnational space, climate change), the author reflects on the opportunity to decentralize one's own gaze, in time and space, in order to imagine other ways of worldmaking.

The implementation of the EU ETS has led to the creation of an entirely new market, and has made CO2 a key issue for many companies. Reduction of CO2 emissions is as yet a largely unfulfilled promise. The implementation of the EU ETS shows that the creation of an effective and efficient market requires a huge effort by both public and private actors, and that its effects are highly unpredictable and necessitate continuous monitoring and interventions in order for public interests to be served. De implementatie van het handelssysteem heeft tot een geheel nieuwe markt geleid, en heeft bij veel bedrijven de CO2 uitstoot tot een belangrijk punt van overweging gemaakt. Het verminderen van de uitstoot is nog een onvervulde belofte. De implementatie van het Europese handelssysteem voor CO2-emissierechten laat zien dat de totstandkoming van een effectieve en efficiënte markt veel inspanningen vereist, door zowel publieke als private actoren. Bovendien zijn de effecten van deze markt bijna niet te voorspellen. Dit vraagt om voortdurende monitoring en interventies om publieke belangen te blijven dienen. Ce rapport présente les tendances et les progrès réalisés en matière de politiques d’atténuation du changement climatique dans les 34 pays membres de l’OCDE et 10 économies partenaires (Afrique du Sud, Brésil, Chine, Colombie, Costa Rica, Fédération de Russie, Indonésie, Inde, Lettonie, Lituanie), ainsi qu’au sein de l’Union européenne. Pris dans leur ensemble, ces pays représentent plus de 80 % des émissions mondiales de gaz à effet de serre. Ce rapport couvre trois domaines : 1) les objectifs et cibles d’atténuation du changement climatique, 2) les instruments de tarification du carbone, comme les taxes sur l’énergie, les taxes carbone et les systèmes d’échange de quotas d’émission, ainsi que les réformes du soutien aux énergies fossiles, 3) les principaux dispositifs politiques nationaux dans les secteurs énergétiques et non-énergétiques (l’agriculture, la foresterie, l’industrie et les déchets).
