Climate change mitigation and the Green Deal will remain a central topic for the EU. As a major historical contributor to greenhouse gases, it has the opportunity to reverse this trend of ever more emissions, including by providing a model to leapfrog the carbon age: EU funding and the assessment of state aid and competition law; legal Instruments, including technical standardisation, criminal law sanctions and market-based measures, such as tax incentives or the future extension of emissions trading to consumers; education; the external dimension, a potential new green hegemony and the CBAM; social aspects; climate rights enforcement; and issues arising in specific sectors, including energy, transport, public procurement, urban planning and migration.

This open access book is interdisciplinary and provides cross-sectoral and multi-dimensional exploration of sustainable development and transportation in South Africa. Drawing on work from different disciplines, the book contributes not only to academia but also seeks to inform urban and regional policy with the view of contributing to the national aspirations of South Africa as espoused in the National Development Plan (NDP), 2030, National Spatial Development Framework (NSDF) Draft (2019), National Climate Change Adaptation Strategy (NCASS) Draft (2019), Green Transport Strategy for South Africa (2018–2050), and National Transportation Plan (NATMAP), 2050. Adopting a multi-dimensional assessment, the book provides a background for co-production concerning climate change, sustainable development, and transportation in the Global South. The book contributes in its analysis of the institutional and legislative framework that relates to the climate change, skills and knowledge transfer, sustainable development, and transportation in South Africa, as these are responsible for the evolution of the green economy and transport sector in the country. The connections among different sectors and issues such as environment, transport modes, technology innovation, vehicle management and emission control, skills and knowledge transfer, legislative and policy framework, and the wider objectives of the sustainable development goals (SDGs), especially goals 11 to 13. The success stories relating to climate change, sustainable development, and transportation in South Africa are identified together with the best possible practices that may inform better environmental, urban and regional planning, policy, practice, and management.

This Open Access book presents a multidisciplinary perspective to increase our understanding of climate policies that are rooted in the natural moral inclinations of people, families and firms. Which policies prevent a widening gap between higher and lower educated people? Which policy instruments are there, and how could they be used? What is the role of free entrepreneurship? In this book, academics from different fields have brought together their knowledge and expertise to reflect on the following three questions: How are the polarised positions on climate change of different groups related to their moral outlook, world view, tradition, cultural norms and values? What is a good distribution of responsibilities between firms, households and the government relating to climate change? What are possible avenues where the climate policies are a natural extension of moral inclinations of families and firms, such as the stewardship for the natural environment and the climate? This open access book focuses on an issue only marginally tackled by this literature: the still existing gap between adaptation science and modelling and the possibility to effectively access and exploit the information produced by policy making at different levels, international, national and local. To do so, the book presents the proceedings of a high-level expert workshop on adaptation modelling, integrated with main results from the “Study on Adaptation Modelling” (SAM-PS) commissioned by the European Commission's Directorate-General for Climate Action (DG CLIMA) and implemented by the CMCC Foundation – Euro-Mediterranean Centre on Climate Change, in collaboration with the Institute for Environmental Studies (IVM), Deltares, and Paul Watkiss Associates (PWA). What is the latest development in adaptation modelling? Which tools and information are available for adaptation assessment? How much are they practically usable by the policy community? How their uptake by practitioners can be improved? What are the major research gaps in adaptation modelling that needs to be covered in the next future? How? This book addresses these questions presenting the results of a study on adaptation modelling commissioned by the European Commission's Directorate-General for Climate Action (DG CLIMA) enriched by the outcomes of a high-level expert workshop on adaptation also part of the research. This book aspires to provide a useful support to academics, policy makers and practitioners in the field of adaptation to orient them in the expanding adaptation modelling assessment literature and suggest practical ways for its application. This paper provides counterexamples to the idea that mitigation of greenhouse gases causing climate change, and adaptation to climate change, are always and everywhere substitutes. The author considers optimal policy for mitigating greenhouse gas emissions when climate damages follow a geometric Brownian motion process with positive drift, and the trajectory for damages can be down-shifted by adaptive activities, focusing on two main cases: 1) damages are reduced proportionately by adaptation for any given climate impact ("reactive adaptation"); and 2) the growth path for climate damages is down-shifted ("anticipatory adaptation"). In this model mitigation is a lumpy one-off decision. Policy to reduce damages for given emissions is continuous in case 1, but may be lumpy in case 2, and reduces both expectation and variance of damages. Lower expected damages promote mitigation, and reduced variance discourages it (as the option value of waiting is reduced). In case 1, the last effect may dominate. Mitigation then increases when damages are dampened: mitigation and adaptation are complements. In case 2, mitigation and adaptation are always substitutes.

This paper analyzes the differential impact of climate change policies on employment in Eastern Europe and Central Asia. In particular, the paper examines (i) how vulnerable labor markets are in Eastern European and Central Asian countries to future carbon regulation, and (ii) what countries can do to mitigate some of the potential negative effects of these regulatory changes on employment. In many aspects, the nature of the shock associated with climate regulation is similar to that associated with an increase in energy prices. Constraints on carbon emissions put a price on climate-damaging activities and make hydrocarbon-based energy production and consumption more expensive. As a result, firms in energy-intensive industries may react to higher energy prices by reducing production, which in turn would lead to lower employment. In the presence of frictions in labor markets, these sector shifts will cause resources to be unemployed, at least in the short term. Using principal component analysis, the paper finds that Eastern European and Central Asian countries vary greatly in their vulnerability and adaptability of employment to carbon regulation. Since the economy takes time to adjust, policy-makers will need to ensure that the incentives are there for new firms to emerge and employ workers, and that workers have the skills to respond to that demand. Moreover, governments have a role to play in ensuring that workers that are displaced have a proper safety net that will not only help in protecting their welfare, but will also allow workers to make more efficient labor market transitions.
