Comme pour la passion de l'industrialisation, après les acquis intellectuels et opérationnels du Mouvement Moderne en architecture et urbanisme, lorsqu'il était jeune, apparaissent les effets délétères, l'emballement de la machine qui se met à réaliser exactement l'inverse de ce qu'on lui avait demandé: l'industrie s'est mise à détruire la valeur du travail vécu ou confisqué, autant que l'urbanisme défigure l'image de rapports sosio-naturels qu'est le paysage habité au lieu de simplement d'aider à construire l'enveloppe paisible d'une société complexe. Faut-il jeter? Ou simplement faire table rase de la table rase? Faut-il que l'architecte essaye naïvement de ne pas voir les grands effondrements des ensembles préfabriqués (qu'ils se débrouillent...) et élabore son oeuvre de solitaire, ou bien trouve des méthodes et des attitudes qui les "recivivilisent"? et pour cela, revivre les pré-motifs à architecturer, retoucher le sol, les "gens", leur demander ce qu'ils sont et enfin, ajouter aux ingénieries autistiques, les trésors des sciences humaines pratiques tout à fait inexploitées dans l'urbanisme et l'architecture. Il ne s'agit pas d'orner des attitudes devenues perversesn en leur rajoutant quelques précautions égoîstes: c'est là l'ingénierie verte. C'est toute la conception qui doit réaliser les "trois écologies": écologie sociale, psychologique et physique en "retournant" l'urbanisme et l'architecture. Une promenade de réflexions précède une série d'exemples qui l'illustre et lui donne une réalité et une légitimation que la théorie ne peut fournir.

Au lendemain de la première guerre mondiale, la reconstruction des villes sinistrées et la pénurie de logement, constituent deux priorités du nouveau gouvernement belge d'union nationale. Des architectes et urbanistes réfugiés en Hollande ou en Angleterre ont mit à profit leur exil pour étudier les solutions urbanistiques appliquées dans ces pays et plus particulièrement les cités jardins. En 1919, la Belgique crée la Société Nationale des Logements à Bon Marché qui coordonne les initiatives des coopératives constituées en vue d'édifier des cités-jardins. Les premières sont conçues comme des laboratoires d'expérimentations formelles et techniques, d'autres s'inspirent du modèle anglais, d'autres encore se veulent des manifestes du modernisme. Mais dès 1925, la chute du gouvernement, la crainte de voir les cités-jardins générer des ceintures rouges autour des villes, l'interruption du paiement des dommages de guerres mettent fin à la politique en faveur des cités-jardins. En 1930, l'avant-garde architecturale, la rejette à son tour au Profit de la constitution d'immeubles en hauteur.

The accommodation of a welfare state economy after 1945 profoundly changed the Belgian territory. Government support for private home ownership resulted in widespread suburban sprawl. This book investigates the new infrastructural and business backbone that supported this suburban realm. At first sight the history of the construction of the highway network, the establishment of a tissue of consumer goods industries and the transformation of Brussels' periphery into a capital region reads as an account of economic policy and investment decisions. However, upon closer scrutiny, various urban models and architectural paradigms left their mark on these endeavors.
