Abstract

With Western countries consumed by domestic problems, will it be China and Russia that now define the rules of global politics ? In a disorderly world, each has become increasingly assertive, and their partnership has emerged from relative obscurity to acquire a new prominence. Yet appearances are deceptive. Beijing and Moscow have shown no capacity to cooperate on grand strategy or establish new international norms. This is no authoritarian alliance, but a partnership of strategic convenience - pragmatic, calculating and constrained.

Abstract

This book examines the contemporary Chinese-Russian relationship and how the evolving Sino-Russian strategic partnership affects world order issues. The book describes in detail the economic linkages between China and Russia, including sales of oil and gas; the military relationship, including arms sales and military exercises; Russian  and Chinese viewpoints on global hotspots, including Syria and Ukraine; and Russian and Chinese perspectives on non-traditional security issues such as colour revolutions, the emergence of cyber concerns, and terrorism and violent extremism. The Chinese-Russian relationship has momentum, particularly since 2014, although there are still issues that separate them and limit the potential of the relationship. China and Russia have a comprehensive 'strategic partnership', but not an alliance.

Abstract

"Few International Relationships have provoked such polarized views as the "strategic partnership" between China and Russia. Both nations portray it as the very model of positive-sum cooperation, offering the promise of a more equitable world order. But many Western observers see it as an alliance of authoritarian states that threatens the global leadership of the United States and the dismantling of democratic norms. In Axis of Convenience, Bobo Lo shows that the true picture is more complex than such interpretations would suggest." "Axis of Convenience evaluates the current state and future prospects of the Sino-Russian relationship against the back-drop of a disordered global environment."--BOOK JACKET

Abstract

This book investigates the multi-layered spectrum of China and Russia's Eurasian policies towards each other, ranging from competition to cooperation, as well as the role of regional actors in between. The book examines the impact of and responses to the dynamic Sino-Russian interaction on the wake of China's Belt and Road initiative, focusing on the selected case studies of Kazakhstan, Mongolia and Uzbekistan, but also on inter-regional implications across the Eurasian space. With China's imprint on inter-regional politics and ambition to make a distinctive Chinese contribution to 'globalization' and Russia's vision of a 'Greater Eurasia' in which Moscow stakes out a place for itself as an indispensable power, other regional actors adopt policies that respond to and co-shape the resulting centrifugal forces. Meanwhile, power shifts are underway on a global plane, as the normative divide between Russia and the West has widened, and as the Sino-American rivalry is intensifying. The book therefore also sheds light on the effects of Eurasian power shifts on global governance in a context where global 'leadership' is contested, and which the US and Europe are re-defining the relationship not only towards a self-confident China but also towards each other.
