This book confronts critical problems being experienced by Latin America in its quest for development. Special attention is paid to the living conditions of the popular sectors over the last half-century under “industrial colonialism.” The author’s framework of analysis weaves together key structural variables including the neoliberal mode of knowledge creation for material production in order to unveil the actual mechanisms of the reproduction of this system. The decisive role of science in the development of the productive forces forms the basis of explicating the “state development function.” The external and internal manifestations of the main underlying contradictions in Latin America are systematically exposed as they unfold from the region’s particular integration into the imperialist system.

Europe and Latin America's social and economic stagnation is a direct result of the unresolved phenomena of the financialization crisis that broke out in 2008 in developed countries. Editors Noemi Levy and Etelberto Ortiz analyze the limitations of economic growth and development under capitalist economic organizations where financial capital is dominant, as well as explore alternative economic policies. This book argues that institutional settings based on the international monetary market, the global production organization and the international commerce arrangements need to be redesigned to improve countries' economic growth, job opportunities and salaries. In order for economic disequilibria to be reduced among regions, countries and social classes, economic surplus appropriation must be regulated. Divided into four distinct thematic sections, the chapters discuss how income distribution must be re-evaluated in order to halt the economic crisis of developing countries in Europe and Latin America, and to boost a new cycle of economic growth and development. En el contexto de la profunda crisis civilizatoria que vive la humanidad, se da igualmente una severa crisis de las izquierdas en diferentes partes del mundo. Las propuestas alternativas que fueron representadas por los denominados gobiernos progresistas en América Latina, en lo fundamental, fracasaron en términos de los objetivos que se transformadores que se propusieron. La incapacidad de la izquierda »oficial« para reflexionar crítica y autocríticamente sobre estas experiencias impide aprender de éstas, con lo cual no puede sino profundizarse la crisis de dicha izquierda como alternativa al capitalismo y, más ampliamente, a civilización en crisis.
