En janvier 1979, les troupes vietnamiennes prenaient la capitale du Cambodge, Phnom Penh, après deux ans de guerre contre les Khmers rouges de Pol Pot. À leur entrée dans la ville désertée, elles découvrirent sur le site d'un ancien lycée des corps de personnes exécutées peu de temps auparavant, ainsi qu'une masse d'archives abandonnées. S-21. Tel était le nom de code de ce lieu : l'une des institutions les plus secrètes et les plus terribles du régime de Pol Pot. Prison d'État, prison secrète, S-21 était l'expression physique de la volonté sans borne des Khmers rouges de nettoyer le pays des « ennemis de l'intérieur » : en l'espace d'un peu moins de quatre ans (1975-1979), près de 14000 hommes, femmes et enfants, y avaient été incarcérés, torturés et exécutés. S-21 était une machine à broyer les hommes, mais une machine procédurière : tous les « aveux » de crimes contre-révolutionnaires, qu'ils aient été effectifs ou inventés par un régime totalitaire devenu paranoïaque, étaient arrachés aux prisonniers, souvent sous la torture la plus violente, et consignés par écrit. Parmi les plus grands spécialistes de l'histoire récente du Cambodge, David Chandler, Professeur émérite à l'Université Monash à Melbourne en Australie, nous livre ici une analyse des archives de S-21, auxquelles il ajoute des entretiens avec des survivants et d'anciens employés de la prison afin de faire entendre les voix d'un peuple laminé par un génocide détruisant le quart de la population (près de deux millions de personnes), et resté impuni. Comment une institution telle que S-21 a-t-elle pu exister ? Quelle était la part d'héritage cambodgien, la part de communisme et la part d'universalité dans ce que fut S-21 ?
