Although many of the problems that Cali is experiencing - social and human capital deterioration, a declining economy, and institutional crisis - are a reflection of Colombia's complicated socioeconomic situation, the city has been hit harder by the crisis than other large cities, as confirmed by the following indicators: GDP, unemployment, poverty rate, inequality, and number of homicides. According to recent estimates, the population in Cali reached the 2 million level in 1999, making the city the second largest in the country after Bogota. Internal migration increased significantly during the early 90s due to the economic boom generated by drug dealing activities, and continued in the last part of the decade, due to resettlement movements of large population groups, affected by social conflict in rural areas. However, migration flows have generated social tension in the city, as economic opportunities became scarce. The Bank engaged in a participatory process to produce a City Development Strategy (CDS), whose specific objectives are to help the city administration and stakeholders identify a strategy to overcome the current crisis, and, be a neutral facilitator in the reconstruction process. The CDS is being developed in four stages: 1) identification of the main problems; 2) development of the analytical framework; 3) dissemination of results; and, 4) development of a financial plan

"Many developing countries assign local governments increasing responsibilities in fighting poverty. This requires local social policy to go beyond the execution of centrally designed and funded education and health programs. Hence, local governments and their partners have both an opportunity and a need to analyze key local bottlenecks for poverty reduction and social development. Drawing on an example from Cali, Colombia, Hentschel describes a tool for such policy formulation at the local level a rapid city household survey. Although the survey uses pre-coded and closed- ended questions, it is contextual in the sense that it is tailor-made to social and economic conditions in Cali. The survey places particular emphasis on collecting key quantitative information, such as household welfare and service access, as well as qualitative information, such as service evaluations and population priorities. Combining the quantitative and qualitative data allows, for example, the mapping of population budget priorities or service satisfaction levels by welfare group. Rapid city household surveys could provide an important tool for the development of local social policies. Citando a Daniel Penac, celebró esta iniciativa de la Universidad Santiago de Cali, cuyo propósito –para que no se diluya en la nube– es contribuir a la construcción de una memoria impresa de las múltiples y cambiantes expresiones artísticas y culturales que eclosionan en las calles, laderas, parques, muros, sitios abiertos, recintos cerrados, caminos verdales… que forman ese crisol llamado Santiago de Cali, donde se funde la presencia de seres humanos nacidos en este “sueño atravesado por un río”, en el mar Pacífico, en las montañas del sur o en cualquier punto de nuestra geografía colombiana. Seres, que al incorporarse a este terruño, comparten sus raíces y acogen lo existente, para dar paso a ese caleidoscopio espléndido del que hacemos parte en medio de las angustias, alegrías, odios, amores, indiferencia, compromiso, intolerancia, solidaridad, fraternidad… y todo lo que es inherente a esta experiencia alucinante que significa ser ciudadano de Santiago de Cali.
