Abstract

Ce livre pose le problème de la puissance du Brésil au XXIe siècle, à partir d'une question fondamentale : La puissance de l'Etat fédéral du Brésil a-t-elle bénéficié de l'influence de la pensée géopolitique des stratèges et géopoliticiens brésiliens et quels ont été les paradigmes stratégiques et diplomatiques qui ont servi d'outils de projection de la puissance de ce pays ? A partir de ce postulat l'auteur met d'abord en scène les fondements de la géopolitique au début du XXe siècle et leur influence sur les théories géopolitiques brésiliennes pour légitimer l'expansion de l'Etat et l'influence sud-américaine du Brésil au XXe siècle. Ensuite, l'auteur constate qu'après la guerre froide, les doctrines géopolitiques brésiliennes demeurent pour l'essentiel les fondements de la stratégie globale d'influence mondiale du Brésil. Ce qui explique la création du Mercosur en 1991 et son prolongement diplomatique de la zone de libre-échange de l'Amérique du Sud (ALCSA) qui s'oppose au projet géopolitique états-unien de la ZLEA qui pourrait nuire au rayonnement international de la diplomatie brésilienne. De cette rivalité géoéconomique, l'auteur propose au dirigeant brésilien la mise en place du "Corridor AFROSUDAMERICASIE" structuré autour du "Bloc BAIC" (Brésil-Afrique du Sud-Inde-Chine) au sein duquel le Brésil doit être le "nombril diplomatique" et la tête de pont entre l'Atlantique, le Pacifique et l'Asie pour asseoir sa projection de puissance au XXIe siècle.

"As the largest country in South America by land mass and population, Brazil has been marked since its independence by a belief that it has a potential to be more than merely a very large country. Set apart from the rest of the hemisphere by culture, language and history, Brazil has also been viewed by its neighbors as a potential great power, and at times, a threat. But even though domestic aspirations and foreign perceptions have held out the prospect for Brazil becoming a major power, the country has lacked the capabilities--particularly on the military and economic dimensions--to pursue a traditional path to greatness. Aspirational Power examines Brazil as a rising power. It explains Brazil's predilection for soft power through a historical analysis of Brazil's three previous attempts to achieve major power status, each of which shaped its present strategy. Though Brazil's efforts to rise have fallen short it will continue to try to overcome the obstacles to its rise, whether those obstacles are domestic or international"--
