Après la révolution de 1848 et la création du Second Empire en 1852, les débuts des années 1860 en France ont été marqués par l'éclosion de nombreuses bibliothèques populaires ayant pour but de "répandre le goût de la lecture et de l'instruction parmi le peuple, en mettant des livres à la portée de tous". Cette tendance générale se concrétise rapidement par la mise en place d'un certain nombre d'initiatives individuelles et la création de "sociétés de propagande". Des hommes, notables souvent, laïques, protestants, ont appliqué un certain nombre des idées philanthropiques développées après 1848, pensant, comme Jean Macé (militant républicain, "professeur de demoiselles" en Alsace, fondateur de la Ligue de l'enseignement), que la bibliothèque, moyen privilégié pour faire connaître le livre, permettait l'instruction indispensable pour participer au suffrage universel. Grâce à l'utilisation d'un nombre conséquent de sources imprimées encore inexplorées, la vie de ces bibliothèques éphémères est décrite : leur démarrage, leur fonctionnement, leurs rapports avec l'État, difficiles pendant les périodes d'"Ordre moral", qui s'améliorent avec l'avènement des gouvernements Jules Ferry à partir de 1879. L'étude de leurs bulletins, rapports d'assemblées générales, etc. permettent de découvrir la participation des lecteurs/sociétaires, la place des femmes, les titres et auteurs préférés des lecteurs. Apparaissent aussi la reconnaissance de la littérature romanesque et l'importance de deux éditeurs Hachette et Hetzel. Ces bibliothèques populaires ont développé des pratiques professionnelles et une ouverture à tous les publics qui ont complètement modifié le paysage de l'offre documentaire à la fin du XIXe siècle en France.
