This book is about a major historical figure, Napoleon III, and a political regime. It examines how Louis-Napoleon Bonaparte (nephew of the first Napoleon) was able to secure election as President of the Republic and subsequently to launch a coup d'état to establish a Second Empire. It then considers the ways in which power was exercised by the new imperial regime. Later, apparent stability led Napoleon III to engage in a difficult process of transition towards a more liberal regime; but at the point of success the decision was taken to go to war against Prussia which resulted in a catastrophic defeat and the destruction of his regime. This is a most thoroughly researched book on the Second Empire, which makes a contribution to our knowledge of a vitally important period of French history following the 1848 revolution and the intense mid-century crisis.

D'une existence longue et contrastée - elle naquit dans l'Espagne post-napoléonienne et disparut au lendemain de la Grande Guerre -, on ne retient souvent que les années au cours desquelles Eugénie, comtesse de Teba (dite de Montijo), fut impératrice des Français (1853-1870). Or son destin, tantôt éblouissant, tantôt douloureux, exemplaire à plus d'un titre de ce que fut le XIXe siècle, instable et déchiré, appelle aujourd'hui encore de grandes interrogations. Qui était-elle, cette héritière d'une famille de l'aristocratie espagnole honorable mais désargentée ? Une jeune fille indépendante et fière, une ambitieuse et même une intrigante jouant, avec un zeste de cynisme, de sa beauté et de son élégance ; une femme généreuse et malheureuse. Devenue souveraine parce qu'elle avait rendu Napoléon III fou de désir, elle sut, en dépit d'un caractère capricieux et d'une culture médiocre, donner au trône et à la Cour un lustre et un rayonnement exceptionnels. Proche de toutes les têtes couronnées attirées dans un Paris rénové, elle rassembla aussi autour d'elle bon nombre des meilleurs esprits du temps. Hélas, le sens politique lui faisait défaut : ses tentatives pour contrecarrer certaines décisions libérales de son époux, ses interventions en faveur de l'expédition au Mexique et sa régence pendant la guerre de 1870 furent catastrophiques. Après Sedan, le second versant de sa vie fut un interminable et douloureux chemin de croix. Veuve dès 1873, l'impératrice déchue perdit quelques années plus tard son fils unique en qui elle avait mis toutes ses espérances. Alors, elle consuma ses jours dans une grande solitude affective, courant les mers et les continents pour apaiser sa douleur, aspirant au dépouillement tout en gardant le souci de son rang. Néanmoins, elle ne cessa de s'intéresser à toutes les découvertes et inventions et ouvrit généreusement sa demeure en Angleterre aux blessés de la Grande Guerre, apportant ainsi sa contribution à la "revanche". Elle mourut à Madrid qu'elle avait voulu revoir. Elle avait plus de quatre-vingt-quatorze ans...
