Les accords commerciaux régionaux (ACR) sont de plus en plus souvent présentés comme une menace pour le libre-échange de biens et de services à l’échelle mondiale. Leur part dans les échanges mondiaux ne cesse de croître. Cette étude compare les dispositions normatives des accords commerciaux régionaux à celles de l’OMC pour dix domaines particuliers : les services, la mobilité de la main-d’œuvre, l’investissement, la politique de la concurrence, la facilitation des échanges, les marchés publics, les droits de propriété intellectuelle, la défense commerciale, l’environnement et les règles d’origine. Elle tente de clarifier la relation entre le régionalisme et le système commercial multilatéral et vise à fournir un cadre analytique pour les travaux actuels de l’OMC sur la meilleure façon de gérer cette relation et de renforcer la complémentarité entre ACR et système multilatéral.
