Abstract

The World Bank Annual Report 2010, Year in Review, examines the aftershock of the economic crisis in developing countries, and reports on the regional programs and projects in place to mitigate the impact. "New World, New World Bank" delves into new internal reforms aimed at enhanced transparency, governance, accountability, and results orientation, as well as the Open Data Initiative, a new policy that makes the Bank's public databases accessible and searchable by all users. The latest developments in climate change, agriculture, health, education, gender, infrastructure, and several other areas are also featured, and a section on each of six regions showcases field work and human-impact stories with photographs.

Abstract

India's manufacturing growth from 1989 to 2010 displays two intriguing properties: 1) a substantial fraction of absolute and net employment growth is concentrated in informal tradable industries, and 2) much of this growth is connected to the development of one-person establishments. This paper investigates the causes and determinants of these growth patterns. The rapid urbanization of the informal sector plays the strongest role, while there is some evidence for subcontracting by the formal sector and a "push" entrepreneurship story. The paper also finds modest connections of this growth to rising female labor force participation. The connection between the presence of informal manufacturing and local productivity levels is strong, and varies across urban and rural areas in ways that bolster urbanization and subcontracting hypotheses.

Abstract

This paper presents a systematic analysis of the availability and use of fiscal space in emerging and developing economies. These economies built fiscal space in the run-up to the Great Recession of 2008-09, which was then used for stimulus. This reflects a more general trend over the past three decades, where availability of fiscal space has been associated with increasingly countercyclical (or less procyclical) fiscal policy. However, fiscal space has shrunk since the Great Recession and has not returned to pre-crisis levels. Emerging and developing economies face downside risks to growth and prospects of rising financing costs. In the event that these cause a sharp cyclical slowdown, policy makers may need to employ fiscal policy as a possible tool for stimulus. An important prerequisite for fiscal policy to be effective is that these economies have the necessary fiscal space to employ countercyclical policies. Over the medium-term, credible and well-designed institutional arrangements, such as fiscal rules, stabilization funds, and medium-term expenditure frameworks, can help build fiscal space and strengthen policy outcomes.

Abstract

The Government of Rwanda has introduced several reforms since 2009 that have significantly improved the domestic business environment. One of the reforms is the one-stop shop for business registration. Making use of newly available administrative data sources such as tax and company registrations records, this paper sheds light on the effects of the introduction of the one-stop shop on company registrations, taxes, employment, and exports between 2008 and 2012. The paper finds sizable benefits to Rwanda's efforts, which are mostly driven by the registration of large and mid-sized companies, with a limited contribution from small and micro-sized ones. The use of a newly available data source highlights the potential uses of growing bodies of administrative data and their possible shortfalls.

Abstract

This Annual Review of Development Effectiveness (ARDE) builds on previous reviews, id est, the 1998 review, released in a hostile environment of financial crisis, concluded that improvements in project performance cannot be enough, that improvements at a higher plane of program, and country performance should also be present; and, the 1999 review, inscribed within the Comprehensive Development Framework dilemmas, and challenges, identified practices for dealing with those challenges, namely to be based on country commitments to poverty reduction, and sustainable growth. The ARDE 2000 finds that progress was solid on a broad front, but that further progress is likely. Portfolio performance is likely to exceed the Strategic Compact target of seventy five percent satisfactory outcomes; and, sustainability, and institutional development ratings reflect improvements. Though progress is commendable, this review examines four tensions the Bank faces: learning to reconcile client, and corporate priorities; adapting global prescriptions to local conditions; balancing country performance and poverty incidence in allocating its resources; and, achieving efficiency/selectivity, seeking to implement a holistic vision of development. Bank strategies should acknowledge client needs, judicious adaptation to institutional, social, and political fronts should be pursued, and, an approach to poor-performing countries should be addressed.

Abstract

In a year blighted by tough economic conditions and global uncertainty, the World Bank has continued to support developing countries with strong financial aid, advice, and technical assistance. In the fiscal year ended June 30, 2003, the World Bank approved loans and grants totaling USD 18.5 billion for 240 projects in developing countries worldwide. Of this amount, USD 11.2 billion was approved by the International Bank for Reconstruction and Development (IBRD), and USD 7.3 billion by the International Development Association (IDA), which offers grants and soft loans to the world's poorest countries. Total loans approved by both IBRD and IDA in the fiscal year to June 2002 totaled USD 19.5 billion. The World Bank Annual Report 2003 offers a concise look at the Bank's activities during the fiscal year, including its lending and advisory activities, its partnerships with other organizations, and highlights of the six regions in which the Bank works. It brings together up-to-date information on the Bank that is not available in any other publication, including detailed information on new projects approved this year, Bank resources, organizational listings, country office contact information, and a complete financial summary. Abstract

In the aftermath of the global financial crisis, interest in systemic risk has surged among academics and policy makers. The mitigation of systemic risk is now widely accepted as the fundamental underlying concept for the design of the post-crisis regulatory agenda. Effective mitigation requires the presence of a well-developed analytical methodology for monitoring systemic risk, so that policy makers can make informed policy choices. This remains a challenging area, particularly in developing and emerging economies characterized by rapid structural changes and gaps in data availability. This working paper aims to provide policy makers in developing and emerging economies with practical tools for the analysis of systemic risk, focusing on the identification of domestic, systemically important banks; analyzing interconnectedness within the financial system; and analyzing the cyclical component of systemic risk.
