This report explores how regional cooperation and integration (RCI) can be enhanced in Asia and the Pacific to help the region build back resiliently and sustainably from the coronavirus disease (COVID-19) pandemic. The report reflects on lessons learned from efforts to tackle the pandemic through regional cooperation and integration. It provides insights on how region-wide solidarity can be enhanced with the support of multilateral development banks in areas such as trade and investment, connectivity infrastructure, people's mobility, regional public goods, and policy cooperation. The report was jointly prepared by the ADB, the Asian Infrastructure Investment Bank, the European Bank for Reconstruction and Development, the Islamic Development Bank, and the World Bank Group.

In January 1992, the leaders of ASEAN gathered for their fourth summit meeting to sign an agreement called the Common Effective Preferential Tariff for the creation of the ASEAN Free Trade Area. The significance of this step arose notably from the fact that it formally marked the shift of the ASEAN economic enterprise from one of economic cooperation to one towards economic integration. Among the spurs that goaded ASEAN to undertake the shift was the rise of economic regionalism in several other parts of the world. One of those regions was the southern cone of Latin America, where the Treaty of Asunción had been signed in 1991 to create the Mercado Común del Sur (MERCOSUR), or Common Market of the South. Recently, ASEAN has sought political and economic linkages not only with Latin America as a whole through the Rio Group at the United Nations or through the Forum for East Asian and Latin Americal Cooperation (FEALAC), but also, more narrowly and directly, with MERCOSUR. At their July 2008 meeting, the ASEAN foreign ministers announced the decision to hold the inaugural ASEAN-MERCOSUR Ministerial Meeting in Brasilia on 24 November 2008. It is in this light that the ASEAN Studies Centre of the Institute of Southeast Asian Studies in Singapore requested the United Nations Economic Commission for Latin America and the Caribbean and Dr Pang Eul-Soo and Dr Laura Jarnagin, professors in Colorado School of Mines in the United States, to do two separate studies from two different viewpoints on the experience of MERCOSUR and on the lessons that experience may hold for ASEAN.

"With featuring far-reaching diversities and disparities among the regional states in their political, economic and social systems and cultural and religious orientations, East Asia is a microcosm of international society at large. Nevertheless, there are unique dynamics unfolding in East Asia at the turn of the twenty-first century, namely the rise of China as a contender for regional and global hegemony and a set of collective initiatives to integrate the region into a harmonious community. This book provides new arguments on China's rise and the transformation of East Asia and analyzes the foreign policy behavior of the regional states and relations among them. In doing so, the contributors show why and how China is rising, and in turn, the regional structures or institutions that are emerging as dominant in East Asia. Furthermore, given the East Asian context where the world's second and third largest economies coexist with much smaller states and with China's ascendency likely to continue, this book challenges the pervasive dichotomy of hegemony and community. This book is a product of the Expert Round-Table Discussion on the topic 'The Road to Ratification and Implementation of the ASEAN Charter' jointly organised by the ASEAN Studies Centre (ASC) of the Institute of SouthEast Asian Studies (ISEAS) and the Habibie Centre, on 17 July 2008 in Jakarta. The objective of the discussion was to illuminate the provisions of the ASEAN Charter and its strengths and weaknesses. Despite its evident merits, the signing of the ASEAN Charter has brought to prominence the sharp differences that have divided partisans and critics of ASEAN, as reflected by selected speakers who voiced their views on the subject. They, however, agreed that the Charter was imperfect in its current state and required clarification and further attention to detail. Even the more sceptical participants in the Round-Table discussion did not consider the Charter a complete failure but admitted that, if implemented well, it could be beneficial to the people of the ASEAN member states.

With the completion of the ASEAN Charter, ASEAN needs to fully appreciate and work out the issues connected with its implementation. During the 13th ASEAN Summit in November 2007, ASEAN Leaders endorsed the ASEAN Economic Community (AEC) Blueprint, which laid the foundation of creating a "single market and production base" among the ten Southeast Asian economies. Soon after that, ASEAN faced great uncertainties in the light of the 2008 global financial crisis and continues to remain cautious in the face of the ongoing global economic weakness. Despite this, the region is forging ahead with its commitment to carry out economic liberalization and cooperation as stipulated in the AEC Blueprint. The official AEC scorecard, published in March 2012, stated that ASEAN had achieved 68.2 per cent of its targets for the 2008-11 period. The official AEC scorecard is expected to track the implementation of measures and the achievement of milestones committed in the AEC Strategic Schedule. However, the scorecard, in its current form, is too brief and general to be useful for the ASEAN citizens. This book attempts to fill this gap and evaluates the current status of and the progress towards the milestones of the AEC Blueprint. The overall message of the book is that even though ASEAN may miss some of its integration goals by 31 December 2015, it will certainly deliver some of the key initiatives - tariff elimination, establishing the ASEAN Single Window, laying the foundation of the regional investment initiative, advancing tourism services, moving ahead with ASEAN connectivity and the realization of ASEAN +1 free trade agreements. AEC's goal of forming an equitable and competitive regional economy will continue to be a work in progress. AEC 2015 is going to be a historic milestone that will raise ASEAN's profile and will help the region to maintain its centrality in the international community.
