Abstract

"Interrelations between Public Policies, Migration and Development in Armenia is the result of a project carried out by the Caucasus Research Resource Center (CRRC-Armenia) and the OECD Development Centre, in collaboration with the State Migration Service (SMS) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors--the labour market, agriculture, education and investment and financial services--and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of Armenia, the potential of migration is not fully exploited. One explanation is that many policy makers in Armenia do not sufficiently take migration into account in their respective policy areas. Armenia therefore needs to adopt a more coherent policy agenda to do more to integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation. Abstract

This book addresses late-Soviet and post-Soviet art in Armenia in the context of turbulent transformations from the late 1980s to 2004. It explores the emergence of 'contemporary art' in Armenia from within and in opposition to the practices, aesthetics and institutions of Socialist Realism and National Modernism. This historical study outlines the politics (liberal democracy), aesthetics (autonomous art secured by the gesture of the individual artist), and ethics (ideals of absolute freedom and radical individualism) of contemporary art in Armenia and points towards its limitations. Through the historical investigation, a theory of post-Soviet art historiography is developed, one that is based on a dialectic of rupture and continuity in relation to the Soviet past. As the first English-language study on contemporary art in Armenia, the book is of prime interest for artists, scholars, curators and critics interested in post-Soviet art and culture and in global art historiography.

Abstract

A number of highly informative books have been written about what is often called the "Armenian Genocide". This book, written by a political scientist, offers a different approach: It doesn’t concentrate on the past; it concentrates on the present, and shows how this past event is perceived and discussed today. The idea is that the arguments deployed in this debate, those which allege that what happened amounts to genocide and those which deny this claim reveal something about cognitive structures of present agents, such as the Turkish government, as well as about the meaning and use of the term "genocide". Analyzing current positions and communication on this historical event thereby helps to illuminate present notions of identity, justice and interethnic coexistence.

Keine andere Region der auseinanderbrechenden Sowjetunion war im vergangenen Jahrzehnt so stark von inner- und zwischenstaatlicher Gewalt geprägt wie der Kaukasus. Das Bild blutiger kaukasischer Wirren prägt nachhaltig die Wahrnehmung der Region, die zugleich zum Spielbrett und Kampfplatz staatlicher Akteure inner- und außerhalb der Region geworden ist. Untersuchungsgegenstand dieser internationalen Studie sind in einem ersten Abschnitt die inneren politischen Strukturen der südkaukasischen Staaten Armenien, Aserbaidschan und Georgien, im zweiten die wirtschaftlichen Strukturen und die regionalen wirtschaftlichen Verflechtungen der drei Staaten. Den Abschluß bildet eine Analyse der außen- und sicherheitspolitischen Positionen der südkaukasischen Staaten sowie der Rolle Rußlands in der Region.
